Job Description
The Programmer Sr will be responsible for developing and modifying web-based applications, client-server applications, and OS scripts for process automation for a program office within the Department of Veterans Affairs. This role requires proficiency in application development using Relational Database Management Systems, Structured Query Language (SQL), and integration of commercial off-the-shelf (COTS) software into existing architectures. The candidate will also lead testing, implementation, and documentation of computer programs while collaborating closely with users to define requirements and ensure successful project execution.
Key Responsibilities:
- Develop and modify web-based applications, client-server applications, and OS scripts for process automation.
- Utilize Relational Database Management Systems (RDBMS) and Structured Query Language (SQL) for application development.
- Implement and integrate commercial off-the-shelf (COTS) software into existing systems architecture.
- Plan, document, code, test, and implement computer programs while ensuring alignment with system requirements and user needs.
- Coordinate system testing and assist users with acceptance testing.
- Analyze and design new or existing system enhancements to improve operational efficiency.
- Collaborate with users to define requirements and develop detailed program specifications.
- Research and evaluate new technologies to enhance system capabilities and performance.
- Provide support for multiple project requests, prioritizing based on business needs.
- Offer technical assistance and training to users, including drafting user guides and documentation.
- Provide troubleshooting and support for production issues and application performance.
- Maintain and enhance dashboards and automated applications for office processes, including budgeting, position management, and contracting.
- Work closely with cross-functional teams to gather requirements and ensure successful project delivery.
- Coordinate with technical experts and stakeholders to integrate new applications and technologies.
- Facilitate knowledge transfer through clear and concise documentation and training sessions.
Required Education, Skills, and Experience
- BA/BS degree is required.
- 8 years of relevant experience in application development, system integration, and process automation.
- Proven expertise in utilizing the full suite of Microsoft applications, including but not limited to:
- Copilot, Edge, Editor, Excel, Forms, Lists, Loop, Mesh, Outlook, OneDrive, PowerAutomate, Power Apps, Power BI, PowerPoint, Project, Planner, SharePoint, Visio, and Word.
- Experience with non-Microsoft automation-related applications, including Salesforce and RedHat products.
- Proficiency in Relational Database Management Systems (RDBMS) and Structured Query Language (SQL).
- Experience in implementing and integrating COTS software.
- Strong analytical and problem-solving skills with the ability to analyze and design system enhancements.
- Excellent communication and collaboration skills for working with cross-functional teams and stakeholders.
Preferred Education, Skills, and Experience
- Experience with VA datasets, databases, and data systems, including but not limited to:
- Corporate Data Warehouse (CDW), Automated Allotment Control System (AACS), VHA Support Services Center (VSSC), Financial Management System (FMS), Integrated Financial and Acquisition Management System (iFAMS), Integrated Funds Distribution, Control Point, Activity, Accounting and Procurement (IFCAP), and SharePoint libraries and lists.
- Knowledge of Systems Development Methodology and best practices for application development and integration.
- Experience in data modeling, process modeling, and development of work plans and project organization.
- Strong organizational and project management skills, with the ability to handle multiple priorities and deadlines.
- Ability to train and mentor team members and end-users on applications and automation tools.

Profit-sharing/Performance Bonus: Rios Partners is committed to ensuring the success of the organization benefits the entire team. As such, a portion of profits is paid out to employees. The total amount of Profit-Sharing/Performance Bonus distributed to the team may vary year to year and will depend on numerous factors, including market conditions, company performance, and individual performance.
Retirement plan: Rios Partners offers a 401(k) and contributes an amount equivalent to 3% of the employee’s base salary each month to the designated fund. Employees may choose to contribute additional money into the 401(k) from their paycheck each month.
Health and Vision insurance: Rios Partners covers 90% of the premium for both the employee and their dependents for Platinum plans health coverage through United Healthcare; this includes coverage for both medical and vision insurance.

Paid Time Off (PTO) and holidays: You will be eligible for three weeks of PTO (15 days) and 12 paid holidays each year. In additional accrued PTO, Rios Partners provides additional time off for both expected and unexpected events (e.g., Bereavement Leave, Jury Duty, Voting).
Maternity, Paternity, and Adoption Leave: Rios Partners celebrates employees’ choice to become parents. We are also aware that pregnancy and caring for an infant or a newly adopted child may cause additional life complexities. As such, we provide employees twelve (12) weeks of paid leave in association with the birth of an employee’s own child or the placement of a child with the employee in connection with adoption or foster care. To be eligible for Maternity/Paternity/Adoption Leave Program, team members must: 1) Have worked at Rios Partners full-time for a minimum of 12 continuous months. 2) Be in good employment standing with Rios Partners (i.e., not on probation). 3) Request leave a minimum of 30 days in advance if possible. If this is not possible, please place your request as soon as possible once you become aware of it. Regardless of eligibility for the Rios Partners Maternity/Paternity/Adoption Leave Program, all Rios Partners employees are eligible for the Department of Labor’s Family and Medical Leave Act entitlements as well as Rios Partners Short Term Disability plan.
