Position Description
We are seeking an experienced and highly organized Utility Manager to lead and manage the utility buyout process for large-scale civil construction projects. This role bridges field operations, project management, and purchasing ensuring that utility materials are properly sourced, purchased, delivered, and tracked in alignment with job specifications and crew schedules. This role is key to keeping field operations moving and on-budget, and we're looking for someone who thrives in a fast-paced environment and takes pride in making sure every detail counts. This would be a great opportunity for a utility estimator who knows the part and pieces who would like to transition to a management role.
Key Responsibilities:
- Double-check takeoffs and verify material lists to ensure compliance with city or county specifications.
- Request, review, and compare supplier quotes in a bid abstract format.
- Award utility material packages to suppliers and coordinate the issuance of purchase orders.
- Schedule release dates by discipline, aligned with the construction crew schedule.
- Process add/deducts to purchase orders based on approved change orders.
- Manage and mentor a small support team.
- Reconcile project budget vs. purchased materials, identify cost variances, and provide reporting to the Project management team.
- Receive excess material lists from the field and reallocate materials to upcoming projects.
- Maintain accurate and up-to-date logs and material tracking systems.
- Assist Utility Dispatch with material issues and supplier sourcing as needed.
- Collaborate daily with field teams to resolve material shortages, over shipments, or delivery errors.
- Manage the entire utility buyout lifecycle from takeoff through purchase order execution.
- Support the purchasing team with utility-related inquiries and troubleshooting.
- Lead biweekly utility buyout meetings with senior leadership, presenting upcoming buyout strategies and supplier recommendations.
- Maintain positive and professional relationships with co-workers, vendors, and subcontractors.
- Interpret and analyze underground utility plans, ensuring materials match the job specifications.
- Stay informed about local utility regulations and industry best practices.
- Work closely with project managers and engineers to ensure material accuracy and field compliance.
Position Requirements
- Underground utility experience or demonstrated technical knowledge of utility materials and systems.
- Proficiency in Planswift, Bluebeam, or similar takeoff software.
- Strong understanding of county utility specifications and construction plan reading.
- High-level organizational skills with the ability to manage multiple tasks and changing priorities.
- Proficient in Microsoft Excel, Word, and Outlook.
- Fast and accurate typing skills with the ability to navigate digital platforms efficiently.
- Strong communication skills with the ability to collaborate across departments and external partners.
- Proactive, solution-oriented mindset with keen attention to detail.
