Ripple Effect is looking for a Program Analyst with eight years of experience to support our client's mission. To be responsible for overseeing the program/project management of a portfolio for the Navy Medical Research Center (NMRC) Naval Advanced Medical Development Program (NAMD). This role will work closely with NAMD to provide summary program management reporting and may include routine management tasks such as utilizing NAMD systems in analyzing and developing monthly summary reports, tracking programmatic progress and changes for Government review, and working closely with leadership on various analytical projects. To do this you will leverage your scientific program management expertise and program analysis savvy in identifying program risks and developing solutions through the life of a given project portfolio ensuring program success. We are looking for an individual with great attention to detail and communications skills to provide strategic program analysis and summary review/reporting skills.
As a Program Analyst, you will work with clients, colleagues, and stakeholders to design efficient, thoughtful, data-driven approaches to evaluating programs. To do this, you will use a wide variety of software platforms and databases to organize, recommend, and implement solutions to our business challenges.

Program Management
- Provide research expertise and program support to the NAMD Program Manager regarding procurements, schedules, technical risk, user impact, and technology transfer efforts
- Oversee and independently execute data collection, data entry, quality control, analysis, synthesis and reporting activities in support of program.
- Independently lead and conduct formal and informal research activities and synthesis of programmatic information. Brief senior program leaders on approaches and respond to feedback and questions
- Draft project plans for yearly assessment of acquisition programs. Coordinate monthly with program performers to ensure ranges, testing, and systems meet the test plan requirements
- Maintain understanding and working relationship with Program Managers, stakeholders, performers, universities, and the technical community to review and to track milestones, funding profiles, and deliverables for ongoing efforts
- Establish, monitor, and maintain NAMD program schedules and activities
Reporting
- Provide expert advice to develop and provide a wide range of deliverables in support of the program including reports (bi-monthly reports and quarterly briefings), memos, communications, presentations, briefing decks, and training materials
- Ensure deliverables are of high quality and adhere to guidelines for format, content and accessibility
- Define and implement meetings cadence including agenda topics, participant list, pre- and post-work to accomplish program objectives
Grants Management
- Prepare, draft, and coordinate annual and routine programmatic data calls and necessary acquisition, materials for briefings, and programmatic documentation
- Review proposals that have been recommended for funding, considering peer and programmatic review comments, and provide notes to the contracting agency to assist with award negotiation
- Manage comprehensive archives, including compilation, retention, logging, indexing, retrieval and storage of correspondence, presentation and financial files including briefings, quarterly and final reports, technical papers, and other documents for each project
Minimum Education and Experience
- Master's Degree in the biomedical or related fields
- 8 years of relevant experience in research or program management
- Ability to prioritize among multiple tasks and organize information in a fast-paced, deadline-driven environment, relying on your own resources and initiative
- Excellent verbal and written communication skills for face-to-face interactions with clients, co-workers, senior leaders and stakeholders.
- Advanced experience in a specialty area of content expertise that aligns with program mission and purpose.
- Working knowledge of the DoD acquisition process (e.g., DoDI 5000.02 and SECNAVIST 5000.2E)
- Advanced skills with Microsoft Excel, PowerPoint, Word and Outlook
