Position Summary
Reporting to the Senior Director of Training and Career Pathways, the Director of Long-Term CareWorks (LTCW) is responsible for ensuring the success and sustainability of RISE’s Certified Nursing Assistant (CNA) training program and Licenses Practical Nurse (LPN) program, while fostering strategic partnerships with government agencies, union and employer partners, and community organizations. The Director will ensure operational excellence, secure and manage funding, and advocate for policy changes that support career growth for healthcare workers. The ideal candidate will be a strong leader with expertise in workforce development in the healthcare sector and strong program management skills.
Essential Functions:
Program Leadership & Operations
- Oversee all aspects of the CNA training program, including participant recruitment, wraparound supports, quality of instruction, graduation rates, and program evaluation
- Support the development of additional LTCW training initiatives, including the LPN Pathway program, as approved by the Board of Trustees
- Provide coaching and direct supervision to LTCW staff, including career coaching, nursing instructors, program managers, administrative staff, and stakeholder engagement roles
- Ensure compliance with all state and federal regulations related to CNA certification and training
- Develop and implement strategic plans to meet annual goals
- Foster partnerships with employers to support job placement and career pathways for graduates
- Supervise and support staff using a lens of equity, inclusion, and belonging.
Stakeholder Engagement & Partnerships
- Build and maintain relationships with state and local workforce development boards, healthcare institutions, and community organizations
- Develop initiatives to support career advancement for nursing home employees including bridge programs and continuing education opportunities
- Serve as a liaison between the organization and accreditation bodies to maintain program credentials
- Work closely with the Board of Trustees to develop goals and report progress; and lead quarterly board meetings.
Advocacy & Policy Engagement
- Collaborate with union partners, government agencies, policymakers, and industry stakeholders to advocate for policies that enhance career advancement opportunities for healthcare workers
- Stay informed about legislative and regulatory changes affecting CNA training and workforce development.
Funding & Financial Management
- In partnership with the finance team, identify, apply for, and manage grants and funding opportunities to support program expansion and sustainability
- Ensure program reporting and compliance related to the CareWorks Supplemental Payments Program established via House Bill 3996
- Develop and oversee program budgets, ensuring efficient allocation of resources
- Track and report grant outcomes to funding agencies and stakeholders.
Knowledge, skills and abilities:
- Strong knowledge of healthcare workforce trends, certification requirements, and labor policies
- Excellent leadership, strategic planning, and organizational skills
- Ability to motivate, challenge, and engage individuals and teams
- Ability to communicate effectively with diverse stakeholders, including government officials, employers, and frontline healthcare workers
- Ability to evaluate funding opportunities, draft funding proposals, and manage awards
- Passion for healthcare workforce development and a commitment to improving career opportunities for frontline healthcare workers
- Broad understanding of the current healthcare policy context, including workforce, training, and ensuring quality standards and service delivery
- Able to work independently and be self-directed
- Ability to think creatively and innovate
Experience:
- Minimum of 5 years of experience in workforce development, adult education, or nonprofit leadership
- Minimum of 5 years of experience as a supervisor or manager
- Proven experience applying for and receiving funding; and managing funding awards
- Proven experience building and maintaining an operationally efficient team.
Working Conditions - Hybrid in or near Portland, OR (Flexible Work from Home Model)
- Readiness to work occasional long hours, weekends
- Able to travel between worksites and/or meeting locations within the state
