Position Summary:
The Contracts and Pricing Manager position supports contracts from the initial stages of proposal and budget development through award negotiation,implementation, and close out. The Contracts and Pricing Manager position reports to the CFO to provide support to RMC’s federal and commercial proposals and contracts. Additionally, this position is responsible for managing corporate insurance policies, ensuring compliance with contractual and regulatory insurance requirements.
Essential Functions:
Contracts/Proposal Development
- Review client solicitations, participate in the development of questions to be submitted, as well the budget strategy for proposals
- Develop and/or review pricing and full cost/business proposals for submission to clients.
- Prepare and review task order pricing for existing IDIQ contracts.
- Participate in award reviews, negotiation, and start-up of new projects, providing guidance on contract terms and conditions to program teams
- Supports the general contract administration of each project within RMC, including issuance of consultant contracts,
subcontracts, and procurement contracts - Prepare and submit correspondence to the client for approvals, waivers, funding notifications, modification requests, etc.
- Review and prepare pricing or budgets for contract modifications and client meetings
- Provide support to staff on proposal pricing and budget development and management
- Assist with client reporting requirements and internal analysis needs
- Assist in the development and delivery of training in contracts, pricing, insurance, and other compliance related topics
- Perform other budgeting or analytical tasks, as assigned
- Own all contracts and pricing related Policies, Processes and Work Instructions to support ISO compliance
Personnel Management
- Assists as needed in providing support and mentoring to team member(s)
- Supports the professional development and training goals of team member(s)
Other
- Acts as a Point of Contact (POC) and System Administrator for RMC’s pricing software, ProPricer
- Acts as an Alternate Point of Contact (POC) and Alternate System Administrator for RMC’s contract management software, Cobblestone
- May represent RMC or the Business Office at internal and external meetings
- Other related duties/tasks as may be assigned
Competencies:
- Team Player with good analytical, written and verbal communication skills
- Organizational skills and a capacity to handle multiple tasks under tight deadlines
- Knowledge of government proposal preparation requirements and practices, covering cost-plus-fixed fee, time and materials, and other pricing methodologies
Education & Experience Requirements
- Bachelor’s degree, preferably in business, international relations, finance, or related field, or the equivalent in education/experience.
- Minimum of 7 years of experience in federal or government pricing and contracts, to include working knowledge of FAR/DFARs
- Proficiency with Microsoft Office and Excel required
Desired Certificates & Licenses (if any):
- Certified Professional Contracts Manager (CPCM)
Experience in not required, but desired in:
- ProPricer
- Unanet
- Cobblestone
Other Requirements:
- Security Clearance: Obtaining a DoD Secret Clearance. Applicants selected will be subject to a government security investigation and must meet eligibility requirements for clearance level required for the job.
- Valid Passport: Possession of a current passport with a minimum of 8 months remaining until the expiration date.
- Travel Flexibility: Willingness and capability to travel, Choose an item. approximately 10-15% of the time.
- Telecommunication is authorized for this role.
- Work Environment Compliance: Commitment to maintaining a drug-free work environment, U.S. Citizenship, and possession of a valid state driver's license.
