Position Summary:

The Senior Mission Assurance Analyst is responsible for supporting the Department of the Navy (DON) Critical Infrastructure Protection (CIP) Program. The DON CIP Program plays an integral role in supporting Mission Assurance (MA) and complements other DON Program efforts that also contribute to MA through Risk Management (RM), such as: Antiterrorism (AT), Information Assurance (IA), Operations Security (OPSEC), Continuity of Operations (COOP), Cybersecurity, Force Health Protection, Chemical, Biological, Radiological, and Nuclear Consequence Management (CBRN CM), and Emergency Management.


The Senior Mission Assurance Analyst is responsible for supporting Commander, U.S. Fleet Forces Command (USFFC) with onsite client support. The analyst provides technical and operational coordination and support to USFFC Headquarters and supports Joint Service and Chief of Naval Operations (OPNAV) tasks as required. This person is responsible for planning, organizing, and coordinating CIP and MA Program requirements in coordination within all echelons of command as tasked or requested. The Senior Mission Assurance Analyst assists in conducting reviews of USFFC plans, policies, and directives, ensuring compliance with DoD policies and directives. Support will also consist of developing briefings, program documents, reports, instructions, and information papers on CIP and MA that assist USFFC in meeting Navy and Geographic Combatant Command requirements.

 

Essential Functions:

  • Coordinate and manage CIP and MA project activities of multiple Mission Assurance Analysts at component commands and regions
  • Serve as a lead subject matter expert (SME) supporting the development of USFFC CIP and MA policy and guidance.
  • Act as liaison between USFFC, Commander, Navy Installations Command (CNIC), and OPNAV for all CIP and MA related issues.
  • Support the identification, prioritization, assessment, and validation of Tier 1 through 3 Task Critical Assets (TCAs) that support mission essential tasks (METs) for Operations Plans (OPLANs) and Contingency Plans (CONPLANs) through the Critical Asset Identification Process (CAIP).
  • Support development of risk decision plans (RDPs) for Tier 1 and 2 TCAs and associated infrastructure as requested.
  • Facilitate the completion of MAA corrective action plans (CAPs) that address findings detailed in MAA reports as requested.
  • Identify, validate, and track of assets as part of the CAIP and support the development of the CAIP policy documents.
  • Support the Navy CAIP through coordinating with subordinate commands and developing CAIP update responses.
  • Provide support, as necessary, to all phases of MA assessments, including providing research and on-site travel support and mission analysis.
  • Provide MAA 101 training to new RMC employees and provide new mission analysts with functional training and mentoring.
  • Support preparation of graphical, oral, written reports, briefs, and products in support of the CIP and MA Programs.
  • Review critical asset data in the Navy Critical Asset Management System (NAVCAMS) and Strategic Mission Assurance Data System (SMADS) for validity and assist with the validation and editing process.
  • Review readiness reporting in the Defense Readiness Reporting System Strategic (DRRS-S) and assist with the development of mission chains.
  • Serve as advisor to the client on all CIP and MA matters and provide research and analysis using DoD Mission Assurance and Navy CIP policy and guidance, as directed.
  • Assist in educating/informing client and leadership on the value of the MAA and significant risks and vulnerabilities to critical assets and missions.
  • Ensure that relevant, timely, and actionable TCA information is available to Combatant Commanders, subordinate commands and units, CIP stakeholders, and asset owners.
  • Support MA assessments and perform mission decomposition or other roles as requested.
  • Develop briefs and information papers for internal and external use on CIP and MA topics.
  • Participate in Navy exercises and war games and provide input on potential impacts to TCAs and associated missions.
  • Assist in prioritizing recommendations to address MA related capability gaps and requirements supporting Program Objective Memorandum and the Base Operating Support Integrated Priority List.
  • Support military construction (MILCON), Facility Sustainment, Restoration, and Modernization (FSRM), Shore Mission Integration Group, Facility Related Control Systems working groups, and other decision support processes.
  • Participate in conferences, working groups, meetings, and other events related to MA, as required.

Education & Experience Requirements: 

  • Bachelor’s degree, Master’s degree preferred In lieu of a degree commensurate operational experience ( 8 years) may be substituted.
  • 10 years' experience with DoD
  • Knowledge of DoD planning process
  • Joint/DoD exercise experience

 

Additional Requirements

  • Security Clearance: Obtaining a DoD TS-SCI Clearance. Applicants selected will be subject to a government security investigation and must meet eligibility requirements for clearance level required for the job.
  • Valid Passport: Possession of a current passport with a minimum of 8 months remaining until the expiration date.
  • Travel Flexibility: Willingness and capability to travel, CONUS and OCONUS approximately 25% of the time.
  • Work Environment Compliance: Commitment to maintaining a drug-free work environment, U.S. Citizenship, and possession of a valid state driver's license.
