WORKING HOURS:

The Bi'du Khaale Resident Manager is an exempt position that serves as the live-in residential manager at Bi'du Khaale Development and provides prevention and outreach services through the Tribal WrapAround program. This position is a live-in residential manager at Bi'du Khaale Community and often consists of irregular business hours and may require work in early mornings, evenings, and weekends. May be required to perform after-hours standby services as needed or some evening work, especially during the winter season.


SUMMARY:

The Bi'du Khaale Resident Manager is an exempt live-in position that resident manager and prevention and outreach services. The resident manager is responsible for upkeep of the Bi'du Khaale that consists of grounds maintenance; housing maintenance; minor carpentry, plumbing, HVAC, and electrical repairs; bidding, scheduling, and overseeing for carpentry, plumbing, HVAC, and electrical projects/repairs. The position requires community outreach and prevention programming to occur onsite and at times off-site locations. These services include community center programming, food sovereignty educational and prevention events, and community outreach and engagement.


This position is funded in full or in-part through Tribal Homeless Housing, Assistance and Prevention (HHAP), Housing and Disability Advocacy Program (HDAP), Bringing Families Home (BFH), Behavioral Health Bridge Housing (BHBH), HomeSafe, Native American Housing Assistance and Self Determination Act (NAHSDA). Two-bedroom single family house located in the heart of Bi'du Khaale Community, Cloverdale CA, is included as part of the compensation package.


ESSENTIAL DUTIES AND RESPONSIBILITIES:

Property Management

  1. Maximize revenue by collecting budgeted income and minimizing losses.
  2. Control expenditures and approve purchases and vendor services.
  3. Manage on-site grounds and provide ground maintenance.
  4. Manage units and provide basic installations and maintenance as needed.
  5. Oversee subcontractors for more extensive projects / repairs (i.e. carpentry, plumbing, electrical, HVAC)
  6. Maintain property standards and oversee maintenance and improvements.
  7. Provide resident services and respond to complaints.
  8. Ensure compliance with company policies and regulations.

Outreach & Prevention

  1. Provides community-based outreach and referrals as needed to tribal populations in the designated service area.
  2. Acts as a linkage between residents and service provider(s).
  3. Data entry of quality assurance and compliance data.
  4. Provide public health education (i.e. substance abuse, mental health, MMIP, health).
  5. Assist in coordinating the regional tribal homeless coalition through monthly virtual/in-person and quarterly in-person events and training opportunities.
  6. Assist in developing a formal network of allies through an MOU that will partner with the Tribe in addressing systemic barriers to homelessness and coordination of resources.
  7. Engage key stakeholders in the region such as tribes, counties, state, federal, non-governmental organizations, and nonprofits to develop a strong positive working relationship with the Tribe.
  8. Engage schools, courts, probation, child welfare, and other youth service providers to develop a strong relationship in youth advocacy.
  9. Ensure accurate and culturally appropriate public health information is available to the community.
  10. Provide on-going technical assistance and resources to community partners.
  11. Schedule and coordinate visits and meetings with collaborative partnering organizations and programs.
  12. Coordinate and plan community-based events with the focus on outreach and prevention.
  13. Coordinate and plan elder focused community-based events for elders of the community.
  14. Engage the community to promote the exchange of cultural teachings, practices, and ways through volunteerism.
  15. Assist in development of program material and resources.
  16. Assist in the development and implementation of food sovereignty community-based events.

SUPERVISORY RESPONSIBILITIES:

This position directly supervises and manages as the live-in manager of Bi'du Khaale Community and their residents.


QUALIFICATIONS:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and ability required.

  1. Lived experience in homelessness/transient and/or behavioral health is preferred.
  2. Need for awareness and cultural sensitivity to substance abuse disorders, including drugs or alcohol, and their interplay with behavioral health treatment is required.
  3. Compliance with the federal Drug-Free Workplace Act of 1988 (Pub. L. 100-690) and Tribal laws and policies requiring a Drug and Alcohol-Free Workplace is required at all times.
  4. Previous experience working in Tribal Housing as property management, maintenance, or construction with a demonstrated track record is required.
  5. Previous experience working in a WrapAround Program and/or as an outreach and prevention type of worker is required.
  6. Previous professional experience with construction and/or trades is required.
  7. Honesty, accountability, and transparency with a commitment to social justice.
  8. Exemplary interpersonal skills: ability to collaborate effectively with culturally diverse staff with demonstrated poise, tact, integrity, and professionalism.
  9. Demonstrated intellectual independence and initiative and willingness to learn new skills.
  10. Must be able to maintain a high degree of confidentiality concerning all matters about the Tribe.
  11. Extensive knowledge and experience working with Native American communities, culture, customs and cultural law.

TRIBAL AND INDIAN PREFERENCE

Under the Indian Self-Determination and Education Assistance Act (25 U.S.C. § 5307(b)) and the Tribal Employment Rights Ordinance, the Dry Creek Rancheria applies the policy of "Tribal and Indian Preference" when filling vacancies. Tribal and Indian Preference shall be given to qualified applicants who are enrolled members of a federally recognized Indian tribe or band. The Dry Creek Rancheria reserves the right to require applicants claiming to be American Indian or Alaskan Native a copy of their Certificate of Tribal Enrollment or Certificate of Degree of Indian or Alaska Native Blood (CDIB) card.


EDUCATION:

  1. Associate's degree or trades apprenticeship / training is required or equivalent work experience may be considered in-lieu of formal education.

LANGUAGE SKILLS:

  1. Must be able to read, write, speak and understand English; knowledge or fluency in Pomo is highly desirable.
  2. Excellent oral and written communication skills are essential to the successful conduct of this position.
  3. Ability to write accurate, grammatically correct, polished reports and business correspondence.
  4. Must be able to speak with the public professionally.

MATHEMATICAL SKILLS:

  1. Must have basic math skills (ability to add, subtract, multiply, and divide).

REASONING ABILITY:

  1. Ability to define problems, collect data, establish facts, and draw valid conclusions.
  2. Ability to interpret an extensive variety of instructions furnished in written, oral, diagram, or schedule form.

LICENSES, CERTIFICATES, REGISTRATIONS:

  1. Must be able to possess a valid California Driver's License with a clean driving record and be insurable under the Tribe's insurance policy.

PHYSICAL DEMANDS:

  1. Must be able to sit or stand for extended periods.
  2. Must be able to lift and carry up to twenty-five (25) pounds.
  3. Must be able to respond to visual and aural cues.
