FIRE CAPTAIN


STATUS: Full Time

FLSA: Exempt

REPORTS TO: Fire Chief

SUPERVISES: Firefighters, Volunteer/Stipend Firefighters, and other support staff


WORKING HOURS:

An incumbent is exempt under FLSA and is expected to work the necessary hours to meet the needs of a fully functioning volunteer fire department.


SUMMARY:

Under direction of the Fire Chief, performs, supervisory and technical work in fire fighting, EMS, rescue, fire protection, and fire training activities, performs duties to protect life, property and the environment by firefighting, rescue activities, emergency medical care and to perform disaster preparedness and response to hazardous materials releases related mitigation and perform other duties as required.


ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Plan and execute work assignments of multiple fire station personnel on a assigned shift;
  2. Performs special duty assignments as required;
  3. Respond to and participates in fire alarms as Company officer and as such is responsible for the supervision, performance, and safety of assigned fire fighting personnel;
  4. Supervise and participate in rescue calls, administration of EMS care and hospital transport;
  5. Direct fire fighting and rescue operations until relieved by a superior officer;
  6. Supervise and participate in salvage and overhaul operations;
  7. Inputs data and information into the department's Information management Systems;
  8. Supervise and participate in rendering EMS at an emergency incident;
  9. Inspect personnel and maintain discipline;
  10. Evaluate the performance of subordinates;
  11. Direct and participate in the cleaning of quarters, equipment, and minor maintenance of apparatus at the fire station;
  12. Instruct and drill fire department personnel in fire fighting methods, techniques and related subjects;
  13. Participates in the inspection of buildings and installations for fire hazards fire safety systems;
  14. Prepares reports and maintains departmental records;
  15. Assists with purchases in the support of departmental operations in accordance Tribal policy;;
  16. Performs maintenance and minor repair work on communication equipment;
  17. Prepares and presents public education programs;
  18. Prepares reports with respect to Fire Department operations;
  19. Instructs fire personnel in Fire Department operations and procedures;
  20. Cleans and inspects equipment, makes minor and major mechanical repairs and adjustments;
  21. Cleans and test fire hose;
  22. Operates radio, telephone and computer equipment;
  23. Maintains a thorough knowledge and proficiency related to the Dry Creek Rancheria Fire Department Rules and Regulations, fire hazards, fire fighting techniques and related subjects;
  24. Participates in fire drills and training exercises;
  25. Participates in continuous training in fire prevention inspection and suppression through both simulation and on the job exercises;
  26. Meets the attendance guidelines of the job and adheres to regulatory, department and company policies and procedures.
  27. Attends all required meetings and training;
  28. Works varied shifts and overtime as required; and
  29. Performs other duties as assigned.

QUALIFICATIONS:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and ability required.


KNOWLEDGE OF::

  1. Principles, practices and procedures of modern EMS, fire fighting and ambulance operations as they relate to protection of lives and property;
  2. Rules and regulations of the Fire Department
  3. Experience designing and implementing training programs;
  4. Knowledge of current Safety and NFPA regulations as they apply to the Fire Service
  5. Operations, mechanical principles and maintenance of the type of apparatus, tools and equipment used in modern fighter fighting activities;
  6. Principles of supervision, training and performance evaluations; and
  7. Principles and techniques of fire ground hydraulics, and fire pump operations.

EDUCATION and EXPERIENCE:

  1. High School Diploma or equivalent with associated reading writing and speaking skills, supplemented by Fire Science, EMS courses, and Disaster Preparedness training with Five (5) years experience in fire suppression and prevention experience.

LANGUAGE SKILLS:

  1. Must be able to read, write, speak and understand English;
  2. Excellent oral and written communication skills are important to the successful conduct of this position;
  3. Ability to write accurate, grammatically correct, polished reports and business correspondence; and
  4. Must be able to speak with the public in a professional manner.

REASONING ABILITY:

  1. Ability to communicate clearly and concisely orally and in writing;
  2. Ability to utilize modern office technology including but not limited to operation of a computer and use of database and word programs;
  3. Ability to deal effectively and courteously with the general public;
  4. Understand and carry out oral and written directions;
  5. Think and react quickly to make informed decisions in extremely stressful situations;
  6. Ability to operate apparatus and equipment used in modern fight fighting activities; and
  7. Ability to establish and maintain cooperative working relationships with fellow employees and those contacted in the course of work.

LICENSES, CERTIFICATES, REGISTRATIONS

  1. Show proof of licensure by the State of California as an EMT
  2. Possession of a California State Board of Fire Services Firefighter I Certificate;
  3. Must possess a Hazardous Materials First Responder Level Certification;
  4. The ability to be "Red Card" certified as a Engine Boss/Crew Boss under NWGC or Cal Fire Standards
  5. Must possess a valid Class B, or a Fire Apparatus endorsement California Driver's License.



PPREFFERED CERTIFICATES/QUAIFICATIONS

  1. Possession of California State Firefighter II Certification,
  2. Possession of a California State Fire Marshal's Office Fire Officer Certificate
  3. Possession of a California State Fire Marshal's Office Training Officer Certificate
  4. Completion of California State Fire Marshal's Office Fire Prevention courses

PHYSICAL DEMANDS

  1. Performs strenuous exertion under handicaps such as smoke, cramped surroundings, extreme temperatures , loud noises and varied settings;
  2. Must have visual acuity and color perception in both emergency and non-emergency activities which include near vision, far vision and night vision;
  3. Must be able to lift up to ninety (90) pounds;
  4. Must be able to pull one hundred and fifty (150) pounds of dead weight for a distance of fifty (50) feet;
  5. Withstand up to sixty (60) pounds for periods of an hour while operating water hoses;
  6. Stand for extended periods of time;
  7. Walk over rough, uneven, slippery or rocky surfaces and possibly walk for extended periods of time;
  8. Climb ladders , fences or walls that require lifting arms above shoulder level and working at heights greater than ten (10) feet;
  9. Wear protective clothing and equipment which weights between fifty (50) and sixty (60) pounds; and
  10. Must be able to bend, reach, stoop, kneel, twist and grip item.

WORK ENVIRONMENT:

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.

  1. Must be able to work in extreme weather conditions;
  2. Work in hazardous situations with possible exposure to toxic particulate substances, explosive and electrical hazards and radiation;
  3. Must be able to work 24 hour shifts; and
  4. Must be able to manage a number of priorities simultaneously and meet deadlines.
