Job Summary:

The Behavioral Health Systems Improvement Manager (BHSIM) at RiverStone Health will function as a community organizer and coalition coordinator, working with RiverStone Health, members of the Billings Healthcare Alliance (RiverStone Health, Billings Clinic, & Intermountain Health St. Vincent Regional Hospital) and other community partners to improve and close service gaps within the behavioral health system in Yellowstone County. The Manager will provide oversight of key deliverables within the annual Yellowstone County Crisis Diversion Grant from MT DPHHS and other funding sources.

The Manager understands the behavioral health service system landscape, is forward thinking, has a good grasp of systems level improvement, and knows how to advance priorities through harnessing strong relationships. Under the general direction of the RiverStone Health Chief Operating Officer (COO) this position maintains delegated authority from the Health Officer to oversee the coordination, facilitation, and leadership of RiverStone Health’s local community collaboration efforts focused on improving the behavioral health continuum of care across Yellowstone County.  The Manager will be responsible for creating key performance indicators for each program deliverable and regularly provide progress reports to RiverStone Health leadership, as well as to elected leadership on the Yellowstone County Commissioners and Billings City Council. 

This position will also provide staff support to the Yellowstone County Regional Opioid Abatement Trust Fund Committee, helping to ensure alignment between coalition efforts and Committee investments. The Manager may be responsible for financial management, personnel leadership, operations improvement, participating in setting strategic direction, new business development, and maintaining/creating strategic community partner relationships. In collaboration with RiverStone Health Senior Leadership, this position develops and maintains vital strategic community partnerships that further the strategic goals and mission of RiverStone Health.

Essential Functions/Major Duties and Responsibilities:

A. Program Management                                                                                                                                                                                         40%

  • Develop and maintain current policies, procedures and workflows that are reflective of current processes and requirements.
  • Plan, implement, and administer programs and services in a health care facility, including personnel administration, training, and coordination of medical, nursing and staff.
  • Conduct and administer fiscal operations, including accounting, planning budgets, authorizing expenditures, establishing rates for services, and coordinating financial reporting.
  • Review and analyze facility activities and data to aid planning and cash and risk management and to improve service utilization.
  • Prepare activity reports to inform management of the status and implementation plans of programs, services, and quality initiatives.
  • Inspect facilities and recommend building or equipment modifications to ensure emergency readiness and compliance to access, safety, and sanitation regulations.
  • Maintain communication between governing boards, medical staff, and department heads by attending board meetings and coordinating interdepartmental functioning.
  • Participate in the development of education and outreach materials.
  • Excellent internal communication with other RiverStone employees, external agencies and community partners, and providers to ensure efficiencies and quality customer service. 
  • Willingness and ability to ensure quality work, support of others and participate in quality improvement processes.
  • Represent RiverStone Health in meetings, trainings or public events when needed.

B. Program Specific Duties                                                                                                                                    55%

  • Plan, implement, coordinate the design of, administer, and evaluate programs and services acting as the primary point of contact for a local coalition charged with shaping the local behavioral health and substance misuse service delivery system.
  • Facilitate, support, and provide strategic/tactical coordination to coalitions to align coalition work with community health improvement plan priorities related to behavioral health.
  • Facilitate key performance indicator development, monitor and document Crisis Diversion Grant deliverable implementation and progress reports.
  • Advocate for the development of public policy to support coalition work and Community Health Improvement Plan priorities related to behavioral health.
  • Participate in the development of education and outreach materials.
  • Represent RiverStone Health in meetings, trainings or public events when needed.
  • Collaborate with operational leadership teams, as needed, to ensure RiverStone Health’s alignment with overall behavioral health service delivery system needs.
  • Cultivate and maintain production external relationships with community partners.
  • Support development efforts with innovative input and resources to ensure project milestones are achieved on target.
  • Assist with research and applying for grant funding to support coalition efforts.
  • Develop capacity planning strategy/model leveraging existing resources and models for improved prediction of resource needs.
  • Establish, identify, and ensure systems and standards that promote patient safety and safe practices for delivering patient care.
  • Analyze and synthesize data to review and report on coalition performance in relation to established goals, implement change(s) to effect continual improvement in services provided as applicable.
  • Administer, coordinate, and resolve problems concerning operations of clinical services for all patients; Provide direction to coalition members carrying out responsibilities.
  • Provide staff support and coordination for the Yellowstone County Regional Opioid Abatement Trust Fund Committee.

Education and Experience: 

Minimum Qualifications

  • At least five years of progressive responsibility in public health or healthcare program management.

  • Any combination of experience and training which provide the equivalent scope of knowledge, skills, and abilities necessary to perform the work.

Preferred Qualifications:

  • Master’s degree in health care administration, public health, business administration, nursing or a field closely related to this position.

  • Experience leading community based coalitions, leading in a matrixed environment, or leading through influence.

Required Certificates, Licenses, Registrations:

  • Valid Montana State Driver’s license in good standing, vehicle insurance, and vehicle.

Knowledge, Skills, and Abilities:

  • Knowledge of, and ability to, design programming using the Collective Impact model.

  • Excellent written and verbal communication and interpersonal relationship skills

  • Able to communicate complex information clearly and succinctly, both in writing and orally in multiple formats.

  • Experience conducting community based strategic planning and translating a strategic plan into positive action.

  • Demonstrated knowledge and expertise in community-based health care programs specifically those targeting underserved and vulnerable populations.

  • Computer skills, including Microsoft Word, Excel, OneNote, Outlook, Internet

  • Ability to analyze problems and recommend effective solutions.

  • Demonstrated knowledge and understanding of federal and state policies that affect the behavioral health service delivery system.

  • Knowledge of Quality Improvement disciplines and experience with process improvement tools.

  • Must have excellent organizational and time management skills. Ability to multi-task, manage and prioritize various and differing projects, as well as work effectively toward numerous deadlines.

  • Must be able to build strong relationships with all levels of individuals within various agencies, advocates, staff and providers, community partners and other stakeholders.

  • Travel to community partners, events, and other RiverStone Health locations as needed
  • Expected to drive a vehicle which requires sitting, seeing and reading signs, traffic signals, other vehicles, etc. Travel occurs in all weather conditions, including extreme heat and cold.

  • Oversees braided funding sources to carry out coalition mission

  • Manages contracts with community partner agencies totaling approximately 1 million per year.
