Program Overview:
Public Health Emergency Preparedness (PHEP) is responsible for preparing RiverStone Health to effectively respond to a range of public health threats, including infectious diseases, natural disasters, and biological, chemical, nuclear, and radiological events.
Job Summary:
The Emergency Preparedness Coordinator position plans for and coordinates RiverStone Health’s preparedness in the event of public health emergencies resulting from natural or other threats or hazards such as pandemics, earthquakes, floods, fires, terrorist attacks, and similar events.
Essential Functions/Major Duties and Responsibilities:
A. Emergency Preparedness Coordinator Services 95%

Coordinate emergency preparedness activities for RiverStone Health.

Provide effective, strategic, and technical consultation to RiverStone Health staff for the planning, design, development and management of emergency preparedness activities.

Participate in strategic planning activities and coordinate the development, implementation and completion of special projects as directed.

Perform in-depth research and analysis on specific emergency preparedness issues as identified; develop and prepare comprehensive communications and/or reports based on analysis and interpretation of those issues.

Prepare, edit and review internal and external communication materials to include fact sheets, articles, newsletters and presentations within the community and RiverStone Health.

Identify internal and external potential or actual problem areas and opportunities on emergency preparedness activities and take appropriate action while keeping leadership apprised.

Monitor trends in the state and federal legislative/regulatory arena to guide the development of emergency preparedness activities to meet program goals and objectives.

Participate in local, state, and national conferences of public health, emergency preparedness activities, bioterrorism, disasters, and other issues.

Assist in developing work plans and budgets for emergency preparedness grants.

Conduct regular oral and written communication about emergency preparedness.

Represent the agency while participating in various committees and boards related to program activities and responsibilities.

Establish and maintain effective working relationships with other agency, organization, and tribal entity representatives.

Coordinate and communicate with grantors regarding work being implemented.

Assist in the coordination of emergency preparedness with those of other departments and outside agencies and organizations.

Perform effective public speaking to groups of varied interests and backgrounds; develop and deliver informative and persuasive presentations.

Assist in the preparation of grant proposals and grant budget development including research and preparation of background information and statistics.

Produce, maintain, and submit regular statistics and program reports in accordance with grant and/or program reporting requirements.

Develop and maintain partnerships with a diverse mix of local organizations, groups, businesses, health providers, and individuals from all the geographic communities.

Respond to citizens’ questions and comments in a courteous and timely manner.

Participate in emergency preparedness trainings, exercises, and preparedness activities.

Train staff on required NIMS/ICS courses

Attend meetings, conferences, workshops and training sessions to become and remain current on principles, practices, and new developments in assigned work areas.

Serves as Planning Section Chief upon activation of ICS

Education and Experience:
Minimum Qualifications
-
Two years of experience in emergency preparedness and/or public health.
-
Any combination of experience and training which provide the equivalent scope of knowledge, skills, and abilities necessary to perform the work.
Preferred Qualifications:

Bachelor’s degree in public health or related field.

Medical terminology training or experience
-
Experience working with underserved population
Required Certificates, Licenses, Registrations:

Valid Montana driver's license

Required to obtain on the job training in ICS 100, 200, 700, 800, 191, 300, 400, and 449 within first year of employment.

Physical Demands and Working Conditions:
- Work is mainly performed on a computer up to 8 hours per day; schedule may vary during response to public health emergencies.
- Ability to travel and accommodate community-based meeting schedules. Expected to drive a vehicle which requires sitting, seeing and reading signs, traffic signals, other vehicles, etc. Travel occurs in all weather conditions, including extreme heat and cold.
