Job Title: Program Manager

Location: San Diego, CA

Introduction:

Rivet Operations Company (“Rivet”) has an opening for a Program Manager to join our rapidly growing team in the San Diego, CA area. This position will support the Military Sealift Command (MSC) providing logistics services and supporting the Continuous Monitoring Program functions. Rivet is an exceptional industry partner to the Department of Defense (DoD) and a leader in physical and cyber security, IT management, logistics, supply chain management, process improvement and development.

Duties:

The performance of this work requires the application of broad knowledge of a wide variety of logistics support activities necessary to support Military Sealift Operations. These include, but are not limited to:

  • To identify all activities that will be involved in providing needed logistical support.
  • Manage Logistics Support Services in support of assessments, assist visits, inspections, afloat or ashore which may be conducted CONUS or OCONUS.
  • Manage Continuous Monitoring Program (CMP) functions for N4 Logistics Operations, N43 Food Services (FS), and N46 Cargo Fuels Management Accounting (CFMA).
  • Provide management and oversight for execution of all afloat Supply Department programs and policies including: (1) T-AH Medical Treatment Facility (MTF) Supply Department operations; (2) oversight of ship’s Husbanding Services Program (HSP) and other waterfront services provided by Naval Supply Systems Command (NAVSUP) Fleet Logistics Centers (FLCs) world-wide; (3) Quality of Life (QoL) and Branch Exchange operations; (4) Hazardous Material (HAZMAT) Management; (5) Logistics Plans Management; (6) Afloat Fitness Equipment Program; (7) Afloat CIVMAR Supply Department Community Management; (8) Navy Type Commander (TYCOM) Oversight and Assistance world-wide; and (9) CMP to support and assist the Logistics Director in providing associated MSC policies, quality management procedures, and automated system functional requirements
  • Provide management and oversight of: (1) Afloat FS Programs, Policies, Business Processes, Budgets, and ashore and afloat FS Software Requirements; (2) Afloat CIVMAR FS Community Management; (3) Navy TYCOM Oversight and Assistance world-wide; (4) FS Operations Shipboard Design/Equipment Requirements; (5) Department of Defense (DoD) Liaison for United Seamen’s Service (USS); and (6) CMP to support and assist the Logistics Director in providing associated MSC policies, quality management procedures, and automated system functional requirements.
  • Provide management and oversight of: (1) CLF Load Management Program Management (PM) in accordance with (IAW) U.S. Fleet Forces (USFF) and Commander Pacific Fleet (COMPACFLT) Concept of Operations (CONOPS) for CLF fleet sustainment support; (2) assistance to the Logistics Director in providing logistics policy, quality management procedures, and systems that support global management of Consolidated Afloat Requisitioning Guide Overseas (CARGO) inventories; (3) coordination with MSC subordinate commands and Fleet supporting/supported stakeholders; (4) oversight of execution of the Fleet’s CLF Load Management Business Model; and (5) CMP to support and assist the Logistics Director in providing associated MSC policies, quality management procedures, and automated system functional requirements.
  • Prepare and submit monthly status reports and other deliverables.

Compensation Minimum: $111,276.00

Compensation Maximum: $122,971.00

JOB REQUIREMENTS

Qualifications:

  • Strong verbal communication to effectively express concepts, plans, and proposals.
  • Strong critical thinking skills and ability to prioritize and meet deadlines.
  • Initiative-taker requiring minimal supervision.
  • Works well in a team environment.
  • 10 years of experience with the U.S.
    Navy or MSC Afloat experience.
  • 10 years of experience in Program Management and commercial or military management experience supervising logistics project completion and personnel.
  • 10 years of experience managing an ashore or afloat supply department in the military.
  • Bachelor’s degree preferred.
  • Advanced proficiency with Microsoft Office Applications (Word, PowerPoint, Access, Excel, and Outlook) is preferred.

Security Clearance:

Position requires applicant to be a US Citizen and obtain the required security clearance for the position.

Physical Requirements:

Work may involve sitting or standing for extended periods of time.
Position may require typing and reading from a computer screen.
Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner.
There is a possibility that due to parking availability and location of work, walking moderate to long distance may be required.
Lifting to 40 lbs.
