Education & Experience
- Bachelor’s degree in Business, English, Communications, Engineering, or a related field
- 7 years of experience in government proposal writing and management, preferably within the defense, IT, or federal contracting sectors.
- Knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS) to ensure compliance with government requirements.
- Knowledge of SAM.gov, Federal Procurement Data System
- Shipley’s or similar training in Writing and Managing Federal Proposals
- Expertise in managing the entire proposal lifecycle (RFI/RFP analysis, proposal writing, compliance checks, reviews, and submission).
- Ability to develop compliant and compelling technical, management, and cost proposals that align with government evaluation criteria.
- Experience leading proposal teams (writers, SMEs, pricing analysts, and graphic designers) and ensuring deadlines are met.
- Proficiency in using proposal development tools (e.g., SharePoint, MS Word, Adobe Acrobat, Proposal Automation Software).
- Strong understanding of contracting requirements, solicitation documents (RFPs, RFIs, RFQs, IDIQs, GWACs, etc.), and evaluation factors.
- An ability to perform detailed compliance checks and ensure proposals meet all formatting, content, and submission requirements outlined in government solicitations.
- Ability to develop win themes, differentiators, and competitive strategies to increase proposal success rates.
- Strong skills in analyzing government solicitations and understanding how to align company capabilities with agency needs.
- Knowledge of pricing strategies and collaboration with finance teams to ensure competitive and compliant cost proposals.
- The selected candidate will support Intelligence, IT, and Cybersecurity proposal efforts. Experience/ knowledge of the following is preferred, but the lack of it is not disqualifying. We are seeking a well-rounded candidate who has a firm grasp of Intelligence, IT and Cybersecurity concepts that can be applied to the proposal management and writing process.
- Ability to work closely with capture managers, business development teams, and subject matter experts (SMEs) to shape proposal strategies.
- Experience in engaging with government agencies, contracting officers, and industry partners to understand requirements and position the company for future opportunities.
- Ability to work under tight deadlines, handle multiple proposals simultaneously, and adjust to evolving requirements.
- Experience in managing quick-turn proposals and responding to amendments or clarifications.
