Job Summary

RLG is seeking an Operations Program Coordinator for the MN location. The Operations Program Coordinator will perform the following duties in order to plan, coordinate, and execute the operational plan for collection and recycling of Minnesota boat wrap, which is the plastic film used to winterize boats. Initially, this role will support the implementation efforts for the state-wide boat wrap recycling program slated to begin September 1, 2025. After that, the role will be supporting the RLG team with ongoing operations in Minnesota and the development of operational plans for the take-back and recycling of other materials under Extended Producer Responsibility (EPR) legislation.

Responsibilities:

  • Set up and manage boat wrap collection and recycling networks in Minnesota in accordance with customer and plastics recycling regulatory requirements.
  • Perform stakeholder engagement to evaluate existing boat wrap collection and recycling infrastructure in order to prepare and execute an operational plan that meets RLG, customer, and regulatory requirements.
  • Efficiently handle day-to-day aspects with all relevant stakeholders (municipalities, counties, state regulators, marinas, boat storage facilities, shrink wrap businesses, haulers, recyclers, etc) to ensure they understand their role and responsibilities under boat wrap recycling regulatory programs and ensure RLG provides necessary support.
  • Build strategic relationships with relevant stakeholders previously mentioned to ensure they deliver services per the requirements specified. This includes networking in person or virtually to provide any necessary training or guidance on best practices for collections and recycling.
  • Undertake regular state-wide site visits and physical inspections of operational network.
  • Construct purchase orders, statements of work, collection site contracts, and approve vendor invoices and deliverables.
  • Provide logistical support for collection sites as it relates to removal of their material, which could include responding to pick up requests, training sites on standard operating procedures, etc.
  • Conduct data analysis to produce reports which track key performance indicators with respect to performance of the collection and recycling networks.
  • Plan, organize, manage, and provide operational support for projects on an ad-hoc basis related to current and future opportunities

Requirements:

  • Bachelor's degree in sustainability, business, or related field
  • At least 5 years’ experience related to responsibilities outlined above
  • Must be located in Minnesota, preferably near Minneapolis or St. Cloud area
  • Confident in Microsoft Office environment, with proven efficiency in Excel
  • Experience coordinating and communicating with local collectors and haulers
  • Experience with data analytics, logistics, waste management service delivery, and/or contract
  • management
  • Excellent people skills with a proven ability to identify and communicate deficiencies/violations
  • in a timely and professional manner
  • Willingness to drive/travel within a geographical area(s) of the state up to several times per
  • week
  • Demonstrated ability of showing attention to detail and maintain extremely organized records
  • regarding state requirements, vendor data, customer requirements, and related
  • communications.
  • Highly organized with a proven ability to compose, scan, collect, and upload all relevant
  • documents to an electronic document management system
  • High self-motivation, time management skills, goal-oriented, and ability to work with minimal
  • supervision
  • Background in the recycling industry, Extended Producer Responsibility (EPR) legislation, or
  • circular economy strategies would be an asset
  • Valid US driver’s license and acceptable driving record
