Job Title: Transit Operations Planner Consultant
Position Overview: We are seeking an experienced and strategic Senior Transit Operations Planner and Consultant to provide expert guidance in designing and optimizing transit services. The ideal candidate will have a deep understanding of fixed-route systems, paratransit, and demand response services, with a strong focus on small urban and rural transit solutions. This role requires excellent communication, problem-solving skills, and the ability to distill complex transit concepts into actionable insights for stakeholders.
The desired position is full-time, but an alternative request for part-time, hourly employment would be considered.
Key Responsibilities:
- Design and optimize transit routes for fixed-route, paratransit, and demand-response services, especially in small urban and rural areas.
- Manage and lead multiple small-to-medium transit planning projects.
- Prepare short- and long-range transit plans that include descriptions, graphs, charts, and other graphics.
- Collaborate with transit executives, local government officials, and community leaders to develop tailored transit solutions.
- Conduct service assessments, feasibility studies, and operational analysis to recommend service improvements.
- Work with Geographic Information Systems (GIS) staff to provide direction on mapping and data visualization for transit planning.
- Develop funding strategies and navigate transit funding structures, ensuring financial feasibility and compliance.
- Prepare and deliver clear, concise presentations and reports to executive leadership and stakeholders.
- Travel part-time to client sites for on-the-ground assessments, stakeholder meetings, and presentations.
- Provide consulting services that align with best practices in regional transit planning.
- Maintain familiarity with the Federal Transit Administration regulations, various state and local requirements for delivery of public transit services.
Qualifications:
- Proven experience as a Transit Planner or Consultant with a strong grasp of fixed-route service design.
- Familiarity with GIS tools (ArcGIS) for map-making and data visualization.
- Expertise in planning for paratransit and demand-response transit services.
- Understanding of transit funding structures, budgeting, and compliance.
- Strong problem-solving abilities with a logical, analytical mindset.
- Exceptional communication skills, with the ability to translate complex technical information into simple concepts.
- Excellent skills in prioritization and time management.
- Experience working with transit authorities, municipalities, and other government entities.
- Passion for learning, curiosity, and continuous improvement.
- Master’s Degree or higher with a focus on Public Administration, Regional Planning, Public Health, or an equivalent degree from an accredited university.
- Minimum of 15 years transit planning experience.
- Availability and willingness for part-time travel.
- Regional transit planning experience is a plus.

SALARY AND BENEFITS
The annual salary range for this position is $90,000 to $125,000 hiring at the mid-range depending on qualifications and experience.

Part-time hourly option

The position opening is in the Dayton, Ohio, or San Antonio, Texas, Office (located in northeast San Antonio). The successful candidate must be willing to relocate to the Dayton or San Antonio areas. Expected to work in the office at least 60% of the work week when not traveling for company-related purposes.
Approximately 20% to 40% of time will require travel for project or company-related purposes.
