ACCOUNTING AND FINANCE SPECIALIST
DEFINITION
This position supports the effective and efficient delivery of day-to-day accounting and financial services across all district departments including the administration of and compliance with all related district policies and procedures.
This position will perform a variety of basic to mid level accounting functions specific to the District’s financial operations. This role includes recording transactions pertaining to day-to-day activities for the District, purchase card reconciliation and recording, accounts receivable processing and reconciliation, and providing accounting support for all school and department locations.
SUPERVISION RECEIVED AND EXERCISED
Receives direct supervision from the Controller and Chief Financial Officer.
PRIMARY DUTIES
1. School Finance Staff support
- Provide instructions, recommendations, and accounting support to on-site school staff
- Assist with budget information and transfer requests
- Train new finance secretaries & staff on procedures and software
- Provide backup for financial services required at school locations
2. General ledger accounting
- Record and reconcile deposits and accounts receivable
- Maintain records for incoming revenue from various sources
- Post general journal entries as necessary
- Research discrepancies and documentation for ensuring accuracy & proper procedures
- Reconcile monthly bank statements
3. Monthly and Quarterly reporting
- Create monthly invoices to bill outside third parties
- Reconcile monthly revenues and accounts receivable
- Run monthly reports for budget managers
- Prepare a variety of reports to comply with financial requirements
- Reconcile other accounts quarterly as directed.
4. Accounts payable support
- Update and maintain vendor information
- Reconcile monthly purchase card transactions and post to general ledger
- Process purchase orders for Superintendent Office departments
- Reviews district reimbursement requests and ensures accuracy
5. Annual audit
- Support Sr. Accountant and CFO in annual audit processes
- Create reports and fulfill requests from outside auditors
6. Other duties as assigned.
QUALIFICATIONS
Knowledge of:
- General accounting practices, including understanding debits and credits in an accounting system
- Methods and techniques used in financial management practices
- Methods and techniques of coding and balancing accounting records
- English usage, spelling, grammar and punctuation
- Modern office procedures and methods
- Knowledge of Google Docs, spreadsheets, and Excel
Ability to:
- Analyze, reconcile and balance accounts.
- Identify problems, assess alternative solutions, project consequences of proposed actions and implement recommendations in support of goals
- Interpret and apply District policies and procedures
- Operate and use modern office equipment including a computer and various software packages
- Communicate clearly and concisely, both orally and in writing
- Establish and maintain effective working relationships with those contacted in the course of work
- Strong organizational and analytic skills and strong attention to detail.
- Ability to multi-task and juggle management of several high-priority projects in parallel.
EXPERIENCE & TRAINING GUIDELINES
Education: Bachelor’s degree or equivalent work experience required.
Experience: Two years of general accounting or bookkeeping experience required; experience in governmental accounting is desirable.
LOCATION AND WORKING CONDITIONS
Location: The position is located at the Carbondale District Office. Working Conditions: While performing the duties of this job, the employee regularly works inside. Office environment with exposure to computer screens and use of a keyboard. The employee is frequently required to sit, walk, and stand. Occasional lifting of 25 pounds or less. The noise level is usually moderate with many interruptions.
SALARY RANGE AND DAYS WORKED
Hourly range: $29.99 per hour to $37.09 per hour, depending on qualified experience.
Days worked: 252 days/year (with paid personal time, paid sick days, and paid time off for holidays and district non-work days such as during winter break and spring break).
