DEFINITION
Under the direct supervision of the Chief of Human Resources, the Human Resources Data Specialist is responsible for managing HR data processing, state reporting, and information system oversight. This role plays a critical part in maintaining and optimizing HR information systems, including employee databases, payroll interfaces, and performance evaluation platforms.
As the department’s technical expert and primary point of contact for district staff, the HR Data Specialist develops a wide range of employee-related reports, ensures data integrity, and provides system support to end users. This position requires strong analytical skills, attention to detail, and the ability to enhance system efficiencies to support HR operations effectively.

PRIMARY DUTIES
HR Payroll Liaison and Benefits Management
- Serves as the department’s primary liaison for payroll and benefits, ensuring seamless communication with Payroll, Finance, and other departments to resolve discrepancies in employee assignments and facilitate accurate payroll and benefits processing.
- Oversees timely reconciliation of health insurance and benefits billing, carefully reviewing monthly or quarterly invoices from benefits vendors to ensure charges align with employee enrollments and coverage selections. Cross-checks invoices against actual employee benefit elections—including medical, dental, vision, life insurance, and retirement contributions—while identifying and addressing discrepancies such as overcharges, undercharges, or charges for terminated employees.
- Manages the enrollment, changes, and termination of benefits for employees, including new hires, family status changes (e.g., marriage, birth of a child), and employee separations. Administers COBRA benefits for eligible former employees, ensuring all required documentation is completed and properly filed.
- Coordinates and oversees the annual open enrollment process, ensuring employees can review and modify their benefit selections for the upcoming year. Creates clear communication materials outlining plan options, deadlines, and any changes. Manages the data entry and verification process for new benefit elections to ensure accuracy.
- Ensures employees have the necessary information to make informed benefits decisions by providing informational materials and assisting during open enrollment periods.
- Maintains compliance with federal, state, and local laws—including the Affordable Care Act (ACA), the Employee Retirement Income Security Act (ERISA), COBRA, the Family and Medical Leave Act (FMLA), and FAMLI—by staying up to date with legislative changes and implementing necessary adjustments.
- Maintains accurate records of employee benefits elections, dependents, and coverage changes to ensure data integrity and compliance.
General Leave Management
- Accrual Management: Oversees the accurate tracking and maintenance of leave accruals, including PTO and sick leave, ensuring records are updated promptly and in compliance with district policies.
- Leave Balances & Usage: Monitors employee leave balances and usage patterns, ensuring proper deductions are made in alignment with district guidelines while addressing any discrepancies.
- HR Support & Customer Service: Provides district staff with comprehensive human resources support, delivering high-quality, accurate, and timely assistance while fostering a positive and professional customer service experience.
HR Information Systems Management
- Data Systems Management: Serves as the primary administrator for employee records within district systems, ensuring accuracy, consistency, and timely updates.
- Data Reporting & Compliance: Generates customized reports and data summaries within the HRIS system to support organizational needs, such as the bi-annual fingerprint audit and other compliance-related reporting.
- Employment Verification: Processes and verifies employment requests efficiently, ensuring timely and accurate responses to internal and external inquiries.
- Website & Communications Management: Maintains and updates both internal and external Human Resources websites, ensuring information is current and accessible. Contributes to staff newsletters and other HR-related publications as needed.
Workers’ Compensation Management
- Manages all aspects of the Workers’ Compensation program, ensuring full compliance with regulations and procedures. Oversees the timely processing of claims, collaborates with supervisors, physicians, and claims adjusters to monitor cases, and implements strategies to minimize costs while supporting employee recovery and return-to-work initiatives.

EXPERIENCE & TRAINING GUIDELINES
Experience: Minimum two two years of professional data management experience or equivalent, with a strong background in complex benefits management. Prior experience in a school district setting or within human resources is highly preferred.
Training / Education: Bachelor’s degree from an accredited college or university with course work in human resources preferred or relevant experience.
WORKING CONDITIONS
The role is performed in an office environment, with frequent use of computer screens and a keyboard. The employee is often required to sit, stand, and walk throughout the day. Primary duties may involve prolonged periods of sitting, extensive use of a computer keyboard, and occasional light lifting and carrying.
SALARY RANGE AND DAYS WORKED
Hourly range: $28.80.00 to $35.67/hour, depending on qualified experience
Days worked: 252 days/year (with paid personal time, paid vacation days, and paid time off for holidays and district non-work days such as during winter break and spring breaks)
