We are seeking an experienced Payroll Manager to oversee and manage the payroll team and processes for both domestic and expatriate team members. This role ensures timely and accurate payroll processing while maintaining compliance with all applicable local, state, federal, and international regulations. The Payroll Manager will also manage relationships with outsourced vendors and provide strategic guidance on international payroll processes and global tax policies.
Responsibilities and Duties
Team Leadership and Development
- Recruit, hire, and retain top payroll talent.
- Set goals, conduct performance reviews, and support professional development for team members.
- Implement career and succession planning strategies for payroll roles.
- Monitor team performance metrics and address gaps with training or performance plans.
Payroll Process Management
- Ensure accurate and timely payroll processing for all employees.
- Oversee year-end processes, including W-2 issuance and adjustments.
- Maintain compliance with payroll regulations and internal controls, including Sarbanes-Oxley requirements.
- Proactively identify and implement process improvements and best practices.
Payroll Tax Compliance
- Stay current on multi-state payroll tax laws and compliance requirements.
- Ensure payroll tax changes are accurately implemented and communicated.
- Oversee reporting and tax payment schedules to meet regulatory obligations.
International Payroll Support
- Manage global tax policies and mobility programs.
- Lead vendor selection and implementation for international payroll processing.
- Ensure compliance with foreign tax treaties, employment laws, and expatriate payroll obligations.
- Provide onboarding and support to international assignees regarding tax equalizations and domestic obligations.
Operational Efficiency and Vendor Management
- Assess and optimize payroll vendor relationships to ensure cost-effectiveness and service quality.
- Evaluate and implement system improvements to enhance payroll efficiency.
- Document, test, and deploy new business processes affecting payroll.
Qualifications
- Bachelor’s degree in Finance, Accounting, Business, or a related field.
- 5 years of domestic payroll experience; 2 years international payroll experience.
- Minimum 2 years of supervisory experience.
- Certified Payroll Professional (CPP) status.
- Proficiency with ERP payroll systems (e.g., PeopleSoft, Oracle, SAP) and query tools; PeopleSoft knowledge is a plus.
- Strong knowledge of multi-state payroll tax compliance and regulations.
- Experience with system life cycle processes (design, implementation, testing).
- Advanced skills in Microsoft Office Suite (Word, Excel, PowerPoint, Access, Project, Visio).
- Excellent written and verbal communication skills.
Salary : $120,000 - $135,000
