The ideal candidate brings hands-on experience in public procurement, can contribute with minimal training, and is comfortable serving as a resource to internal stakeholders and program managers.
Key Responsibilities
- Prepare and manage RFPs, RFQs, contracts, and amendments in accordance with public agency procedures.
- Administer the full contract lifecycle from stakeholder consultation and drafting to execution, compliance tracking, and reporting.
- Process purchase orders and maintain procurement records using Oracle JD Edwards.
- Review procurement requests for completeness and compliance; guide internal clients on documentation requirements and procurement processes.
- Support program development by assisting in the creation and implementation of policies, procedures, and procurement guidelines.
- Conduct research and analysis to inform procurement decisions and policy improvements.
- Assist with audits, inspections, and quality assurance activities related to procurement and program compliance.
- Monitor contract expenditures, maintain financial documentation, and prepare cost and status reports for management.
- Coordinate with internal departments (Legal, Finance, Program) to ensure timely execution and compliance.
- Prepare written materials and present findings or recommendations to management or governing bodies.
- Provide outreach and communication to external vendors, public stakeholders, and agency partners as needed.
Qualifications:
- Bachelor’s degree and 2–4 years of relevant experience in procurement, contract administration, or public sector program operations.
- Preferred: Certification in Public Procurement (e.g., NIGP-CPP, CPPO, CPPB) or completion of related coursework.
- Proven ability to independently manage procurement functions with minimal onboarding or supervision.
- Strong experience with RFPs, RFQs, contract changes, and purchase orders in a government or public agency setting.
- Proficiency in Oracle JD Edwards or a similar ERP/procurement system.
- Clear understanding of public procurement procedures, contract lifecycle management, and legal/procurement terminology, including the distinction between RFQs and RFPs.
- Strong communication skills with the ability to provide updates, guide internal stakeholders, and present complex information clearly.
- Ability to conduct research, develop policy recommendations, and support program improvements.
- This is a hybrid role requiring on-site presence on Mondays and Tuesdays to collaborate with the Program Manager. Remote work is permitted on the remaining weekdays.
