Position Summary
Responsible for assisting the Director of Housing in overseeing overall management, operations, and admissions and respective site staff and to oversee regulatory compliance of the Agency’s housing portfolio. The Assistant Housing Director is responsible for monitoring budgets, preparing reports of activities and fiscal status, monitoring operating practices and procedures. Responsible for the Agency receiving at least a satisfactory rating concerning HUD agency scoring systems such as Public Housing Assessment System (PHAS) and other future HUD required evaluation systems.
Responsibilities

Undertakes and performs the following and all other work-related duties as assigned.
1. Ensures compliance with applicable HUD guidelines as well as federal, state, and local regulations, laws, ordinances, and the Agency’s administration of programs.
2. Reviews, evaluates, and makes recommendations concerning all occupancy programs and activities. Ensure that programs are designed and specific to the overall goals and objectives of the agency, while adhering to measurements set forth by local, state, and federal regulatory bodies.
3. Manages internal/external business intelligence requirements and needs, summarizing departmental activities, detailing accomplishments and deficiencies; making recommendations based on these evaluations.
4. Responsible for the preparation of the Admissions and Continued Occupancy Policy (ACOP), in conjunction with annual HUD plan mandates.
5. Responsible for ensuring that all tenants are properly reflected in billing system, including but not limited to accurate rent and tenant characteristics.
6. Develop and recommends a marketing plan to address vacancies. Market and recruit qualified applicants for the waiting list.
7. Responsible for assuring accurate monthly IMS/PIC submission to HUD in accordance to HUD policy.
8. Ensures that staff conducts initial and annual recertification for local, state, federal housing programs, with a 95% target rate.
9. Establishes and monitors the Intake function, including, but not limited to determination of eligibility, wait lists, purges, contact letters and the maintenance of files/information required by local, state, and federal regulation.
10. Responsible for the execution of leases and contracts for the housing of applicants.
11. Collaborates with Occupancy Specialist’s and Director of Housing to ensure that a 97% occupancy rate is maintained.
12. Verifies applicant income, eligibility, and suitability. Determines preference and maintains waiting list. Determines tenant’s rent amount in accordance with established procedures in an accurate and auditable manner.
13. Provides orientation to new tenants by explaining the lease provisions clearly, quoting correct prices, explaining Agency polices; escorting prospective tenants to inspect the unit; explaining amenities in the community; and discussing other important issues. Orientations should be provided on initial move-in and also during annual reexaminations periods.
14. Oversees and reviews verification, substantiation, and research regarding a variety of eligibility data supplied by current or prospective tenants including income, legal status, and social services assistance. Obtains background and credit checks through submissions to Agency’s approved third-party investigative service to obtain and/or verify background information.
15. Schedules and conducts transfer interviews with residents as assigned following proper verification methods/processing for each recertification in accordance with HUD and Agency policies and procedures.
16. Processes lease and other required documents for applicant, receives the required security deposit and rental payment. Informs new tenant of rules and regulations and other information.
17. Participates in review and discussion regarding non-compliant tenant issues with supervisor to ensure clients are provided with reasonable opportunity to meet requirements to remain in compliance.
18. Informs maintenance department of vacancies as they occur and move-out condition of unit. Receives report of unit inspection and estimated time for make-ready repairs from Maintenance Department.
19. May compile statistical data and prepare reports related to Public Housing completed recertification, applicant folders, occupancy, and tenants within level of expertise.
21. Assists with processing all applications, contracts and related U.S. Department of Housing and Urban Development (HUD) documents required for the development of new public housing projects.
22. Interacts with Attorney to initiate court proceedings against residents for non-payment of rent within time frame allowed by law to expedite cases; issues eviction notices when necessary.
23. Coordinates the improvement of communication and cooperation between residents and management by staying knowledgeable of, and ensuring residents are informed of, new rules, laws, regulations, etc., as interpreted by the Agency. Meets periodically with residents to outline changes and/or new directions in policies and programs.
24. Counsel’s residents who are not complying with policies and procedures, have economic, health, or social problems, and have delinquent rent problems. Ensures residents are appropriately notified of lease violations, eviction proceedings. Ensures referral of residents to appropriate social services personnel when indicated. Works closely with other Agency departments in coordination of efforts to ensure that residents receive available services.
