GENERAL DESCRIPTION OF DUTIES AND RESPONSIBILITIES:

The Clinical Counselor is a member of a multidisciplinary team who at a minimum, is registered with a professional human services board or holds a certification in substance abuse counseling or is registered with the NCSAPPB and has direct client contact. The Clinical Counselor is competent with family, individual and group substance abuse counseling and case management. Medical records maintenance and process evaluation are part of the job responsibility. The Clinical Counselor will spend the majority of his/her time in the provision of direct care. This shall primarily be in the form of screening, case management and group, family and individual treatment. This position will be located in a residential SUD setting.

Specific Duties and Responsibilities:

  • Ensure quality patient care per JCAHO, Bureau of Primary Health Care, and RHCC standards.
  • Work in collaboration with other members of the treatment team and community agencies in order to coordinate and provide integrated treatment services to the client.
  • Maintain a thorough knowledge of medical records standards, regulations and diagnostic instruments.
  • Comply with all state, federal, division, and agency requirements as related to medical records and documentation.
  • Provide assessment of the client’s rehabilitation needs and determine in conjunction with the LCAS an appropriate PCP.
  • Allocate responsibilities of implementation and monitor the PCP.
  • Offer support services that involve the process of linkage and coordinating components of the services system to ensure that the client’s treatment/rehabilitation needs are met.
  • Plan for need/problem resolution through the identification of an appropriate service network inclusive of all available resources.
  • Function as an advocate for the client.
  • Maintain responsibility for discharge planning and aftercare follow-up.
  • Maintain medical records according to Medicaid billing standards.
  • Participate in scheduled supervision with direct supervisor to discuss relevant issues.
  • Provide other behavioral health interventions, if needed.
  • Be available to collaborate with providers concerning issues and treatment progress.

Service Definition Qualifications:

(a) an individual who holds a license, provisional license, certificate, registration or permit issued by the governing board regulating a human service profession, except a registered nurse who is licensed to practice in the State of North Carolina by the North Carolina Board of Nursing who also has four years of full-time accumulated experience in mh/dd/sa with the population served; or

(b) a graduate of a college or university with a Masters degree in a human service field and has one year of full-time, post-graduate degree accumulated mh/dd/sa experience with the population served, or a substance abuse professional who has one year of full-time, post-graduate degree accumulated supervised experience in alcoholism and drug abuse counseling; or

(c) a graduate of a college or university with a bachelor's degree in a human service field and has two years of full-time, post-bachelor's degree accumulated mh/dd/sa experience with the population served, or a substance abuse professional who has two years of full-time, post-bachelor's degree accumulated supervised experience in alcoholism and drug abuse counseling; or

(d) a graduate of a college or university with a bachelor's degree in a field other than human services and has four years of full-time, post-bachelor's degree accumulated mh/dd/sa experience with the population served, or a substance abuse professional who has four years of full-time, post-bachelor's degree accumulated supervised experience in alcoholism and drug abuse counseling.

Additional Qualifications:

  • Understanding of substance abuse and chemical dependency diagnosis as defined in the DSM-5.
  • Skills in individual, family and group counseling.
  • Gender specific services

  • MAJOR RESPONSIBILITIES:
  • Responsible for service coordination activities within the established person centered plan.
  • Responsible for referral and linkage to multiple services and resources.
  • Responsible for various skill building activities.
  • Responsible for supportive counseling.
  • Responsible for input into the person centered plan modifications.
  • Responsible for maintaining positive working relationships with the community and to advocate for the client.
  • Responsible for crisis interventions and crisis stabilization.
  • Responsible for assessing and reassessing the client’s needs for services.
  • Responsible for arranging for the recipient to receive benefits and services.
  • Responsible for monitoring the provisions of services.
  • Responsible for psycho education and caregiver training.
  • Responsible for receiving supervision from a qualified supervisor.
  • Responsible for “first responder” crisis response on a 24/7/365 basis to consumers experiencing a crisis.
  • Required to adhere to 24 hour documentation turn around on all billable services.
  • Other duties as assigned.

Job Type: Full-time

Pay: From $19.00 per hour
