What are the responsibilities and job description for the Corporate Compliance Manager position at Robeson Health Care Corporation?
GENERAL DUTIES AND RESPONSIBILITIES:
The Corporate Compliance Manager (CCM) assists in the implementation of performance improvement, risk and compliance activities and maintains primary responsibility for safety and emergency preparedness, emergency management and environment of care activities within the corporation. The CCM serves as an access point for employees to submit opportunities for corporate improvement. Under the direction of the Director of Performance Improvement/Compliance Officer (DPI/CO), the CCM assists with the design, implementation, and monitoring of corporate compliance with the organizational strategic plan, the organizational performance improvement/quality improvement (PI/QI) plan, patient and employee safety plan, and corporate compliance with all federal, state, and local laws. The CCM will conduct a variety of data collection, aggregation and presentation activities and may coordinate and facilitate various projects operational within the corporation.
SPECIFIC DUTIES AND RESPONSIBLITIES:
REFERRAL COORDINATION:
1. Assist RHCC in maintaining the daily productivity goal as designated by the President/CEO.
2. Ensures compliance per Joint Commission, Bureau of Primary Health Care, other regulatory entities (HRSA, NCDHHS, funding streams, LMEs) and RHCC standards.
3. Perform other necessary duties as required by RHCC to meet the goal of providing high quality primary health care services.
4. Serves as subject matter epert, champion, lead and is responsible for Emergency Preparedness/Management activities to include education/training, monitoring and reporting.
5. Serves as subject matter expert, champion, lead and is respnsible for all activities (to include monitoring, training and reporting) for the Environment of Care as defined by Joint Commission standards or other regulatory entities as appropriate.
6. Assist the DPI/CO daily with all aspects of performance improvement, risk management, quality improvement, and corporate compliance activities.
7. Assist as needed with the patient/client advocacy function. This includes entering related data, preparing analytical reports and proposing corrective action as necessary. Process patient complaints and incident reports.
8. Document and inform the DPI/CO of any departmental non-compliance of legal regulations, breaches of corporate ethical code, and resolution of alleged variance from compliance with currently recognized standards of practice.
9. Assist in the coordination of all activities related to preparation for an independent external evaluation of the type usually conducted by the Joint Commission, OSHA, CDC, State Disaster Preparedness, Medicaid/Medicare, and PCER reviews.
10. Assist with annual FTCA re-deeming application process.
11. Assists with facilitating Meaningful Use monitoring, reporting and attestations as well as attaining and maintaining Patient Centered Medical Home status.
12. As requested, prepare or assist in the preparation of periodic reports to the DPI/CO, and then when appropriate to the COO for submission to the Board of Directors to document Corporate Performance Improvement Committee (CPIC), Risk Management and Compliance activities.
13. Assist the DPI/CO in developing agendas and/or minutes for all planning meetings of the Corporation’s Performance Improvement Committee, Compliance Committee and the Risk-Management Committee.
14. Assist in conducting routine periodic site tours to evaluate corporate compliance. Maintain data from tours (collect, enter, analyze, report). Propose areas for training and assist in staff training. Work with Facilities, Operations, Clinical, IT and other departments to assure compliance issues are addressed/repaired as necessary.
15. Assist with grants management activities.
16. Be involved directly with all PI/QI, Corporate Strategic Planning, Compliance and Risk Management planning.
17. Create PI plan with appropriate departments to show corporate and departmental progress on meeting quality/performance expectations along with strategic planning expectations.
18. Advertise performance improvement results in all RHCC sites and other areas to include the RHCC web site. Work with IT/webmaster to assure that PI results are visible/seen through out all sites as appropriate.
19. Periodically participate in clinical meetings throughout all sites and programs to determine potential opportunities for systems improvements. Recommend improvements as indicated.
20. Assist with coordinating various Performance Improvement studies utilizing various proactive and reactive models to include FMEA and RCA (Failure Mode Effects Analysis and Root Cause Analysis).
21. Assist with orientation of new employees on the opportunity for improvement process, PI, Corporate Compliance, Risk Management, HIPAA and Joint Commission and Emergency Preparedness, OSHA, BPHC (Bureau of Primary Health Care), behavioral, dental, optometric, pharmacy or other specialty care services with regards to compliance, risk management and PI/QI areas.
22. Catalogue, cross-reference and warehouse all departmental policy and procedure manuals as assigned.
23. Maintain the confidentiality and security of Robeson Health Care Corporation and the patients/clients that the corporation serves.
SAFETY OFFICER DUTIES AND RESPONSIBILITIES:
1. Survey the facility for any safety hazards daily.
2. Report safety hazards to the Director of Facility Services.
3. Conduct emergency drills (Fire and Tornado) monthly.
4. Complete facility safety inspection checklist and submit to the Director of Facility Services monthly.
QUALIFICATIONS:
1. A bachelor’s degree in Public Administration, Nursing, Business or other related field or related experience in the health care field is strongly recommended.
2. Must have a valid North Carolina driver's license.
