What are the responsibilities and job description for the Second Shift - Youth Service Supervisor position at Rock County?
This position works a rotating shift of 5 days on, 2 days off, and 5 days on, 3 days off from 2:30 PM - 11:00 PM. Work involves responsibility of participating in the administration, compliance and mission of the Rock County Youth Services Center. Work includes direct supervision of YSC Line Staff, training of staff, -policies and procedures enforcement, program implementation, and acting as a Youth Specialist when needed.
Supports and promotes the Mission, Vision and Guiding Principles of the Human Services Department. Performs in a manner consistent with the HSD Professional Standards and “Commitment to My Co-Workers.”

In an emergency situation, Supervisors must be able to physically restrain youth using the Principles of Subject Control (POSC); break up physical altercations between and with youth; provide suicide intervention and first aid as necessary; and lead evacuation and rescue efforts should there be an emergency situation in the building such as a power outage, fire, tornado, or other environmental issue.

- Conduct briefings to incoming staff at shift change.
- Assign Youth Specialist to specific job duties for the shift.
- Assign and document keys, radios, and safety knives to Youth Specialist on the shift.
- Monitoring Youth Specialist attendance and being responsible for auditing it against the work rules policy.
- Make intake decisions under the Juvenile Justice Code 938 and Children;s Code 48.
- Enter Detention Risk Assessment Instrument (DRAI) into e-Wisacwis.
- Coaching and 1:1 consultation of Youth Specialists in the areas of their deficiencies and documentation supporting the conversation in a follow-up e-mail.
- Dispensing and documentation of youth medication in accordance with the Medication Administration Record (MAR) and policy and procedure.
- Utilize Docusign website to receive prescription and non-prescription medication consent from parents/legal guardians of the youth.
- Fill out Temporary Physical Custody (TPC) form and Notice of Rights and Obligations. Email these documents to the YJTPC group and YSC Support, if youth is held.
- Documenting relevant information regarding the youth and other pertinent information about the operations in the Supervisor Shift notes and update rosters of youth placed at the YSC.
- Take a leadership role in crisis and emergency situations.
- Attends bi-weekly supervisor meetings.
- Evaluates YSC Line Staff performance.
- Assist with YSC Line Staff scheduling.
- Cover Open Supervisor Shifts or overtime shifts when needed and have the ability to perform required supervisory related tasks pertaining to each shift.
- Notifying maintenance related requests by way of the Limble system on the County of Rock website.
- Ordering Supplies supplies, as needed.
- Assist with YSC line staff related tasks, as needed.
- Create and disperse court list to the appropriate parties when court is in session Monday through Friday excluding certain designated holidays observed by the State of Wisconsin and/or the County of Rock.
- Assist the Assistant Operations Manager with new hire orientation and creating a training schedule.
- Assist the Assistant Operations Manager with entering/approving staff entries in Day Force.
- Meet with Janesville School District teaching staff to discuss behavioral concerns of the youth and strategically place the youth in educational groups that will bring about a positive learning outcome.
- Enforce DOC 346 Licensing Policy.
- Update, Implement and Enforce YSC Policy and Procedures.
- Conduct/Facilitate Employee Investigations.
- Assist with interviewing prospective applicants.
- Assist with Maintaining and Updating the YSC Color Day by Shift form, YSC Seniority List, Staff Call List, and List of staff phone numbers and other County of Rock personnel invested in the youth.
- Assist the Assistant Operations Manager with new hire orientation and creating a training schedule.
- Assist with Finding Appropriate Training Options for Staff and Supervisors.
- Assist with Facilitating the Field Training Officer Program (FTO).
