Job Summary
Under the direction of the Director of Environmental Health and Safety this professional position has oversight of the development, implementation, coordination, and monitoring of campus-wide and departmental compliance at a local, state, and federal level. A primary goal of this role is to continually improve the College's ability to proactively mitigate, anticipate, and respond to hazardous situations as well as effectively oversee critical incidents. To prepare for effective response should a crisis occur, the position will oversee the creation and implementation of training and compliance. The Risk Management Coordinator will provide support to staff and students, and coordinate purchase of critical supplies and equipment. The position will also promote, throughout the College, a culture enabling effective response to risk situations and help prevent them through an open exchange about potential hazards. The coordinator maintains and ensures a safe working environment for RVC employees, students, and guests by evaluating College properties for hazards, providing applicable safety and security guidance, including training programs, and analyzing the insurance coverage and policies affecting RVC.

Bachelor of Science degree in a related Environmental Health & Safety, Engineering or Risk Management field with a minimum of 3-5 years of applicable experience in risk and emergency management, OSHA Compliance, and hands-on response to emergencies, or equivalent experience/education. During the course of performing the duties of this job, the employee regularly works in an office setting. Constantly uses a computer and routinely uses standard office equipment including phones, copiers, etc. May be required to use Respiratory Protective Equipment and when assigned to such work, facial hair must be shaven, when it interferes with the safe fitting of respiratory protective equipment. Duties may also be performed outdoors in varying climate conditions and may be subjected to adverse and hazardous conditions. This position will require frequent travel between campuses, the City of Rockford, and the surrounding areas when necessary. The position may require that the coordinator stay on campus during an emergency.

Essential Duties and Responsibilities include the following. Related duties may be assigned.
- Risk Identification & Analysis: Assess potential risks across the organization, analyzing vulnerabilities in operations, emergency response procedures, and business continuity plans. Protect and preserve the safety of RVC’s students, employees, and guests.
- Situational Awareness & Disaster Preparedness: Monitor ongoing situations to predict and respond effectively to crises, ensuring the organization stays ahead of potential threats.
- Emergency Response Coordination: Act as a key decision-maker in times of disaster, coordinating emergency response efforts and implementing risk mitigation strategies.
- Policy & Procedure Development: Design and implement risk management policies, ensuring compliance with industry regulations and best practices. Develop, maintain, and update policy, training plans and risk assessment on an annual basis for RVC. Schedule and conduct the Building Emergency Action Plan (BEAP) reviews annually with every RVC building. Assist in developing board policies and procedures relating to risk and emergency management.
- Incident Reporting & Investigation: Lead investigations into risk-related incidents, identifying root causes and recommending corrective actions. Submit a well-written report identifying such items. Coordinate insurance claims, review accidents, and maintain logs and supporting documents for insurance claims from RVC employees, students, or other related parties.
- Stakeholder Collaboration: Work with internal and external teams, including emergency responders, senior leadership, and government agencies, to enhance risk preparedness. Develop relationships with emergency response agencies to facilitate inter-agency operations during emergencies. In concert with the Public Relations/Marketing department, communicate to key constituents as appropriate.
- Training & Education: Conduct risk awareness training sessions for employees to improve the organization’s overall risk posture. Develop and deliver safety training for RVC employees to meet federal and state guidelines; develop and implement safety policies and procedures. Influence and participate in safety training programs. Training and knowledge of such, at a minimum will consist of:
- Lockout/tagout
- Chemicals/Hazcom
- Electrical safe work practices
- Respiratory and N95 Protection
- Lockout Audits
- PPE Training
- Noise Exposure
- Bloodborne Pathogens
- Confined Space
- Forklift operation and certification
- Hazard assessments
- Community Emergency Response Team (CERT)
- Regulatory Compliance & Documentation: Ensure adherence to relevant laws and regulations, maintaining detailed records of risk assessments, incidents, and mitigation measures. Ensure that RVC is a safe workplace through training and regular safety inspections of RVC’s physical facilities and properties to detect potential hazards and risks. Advise RVC leadership of recent insurance-related changes in policy and laws and their applicability to RVC.

- NIMS ICS 100, 200, 700, 800, 300, and 400 certifications.
- IS 315-A and 317-A (CERT) certifications
- Possess or have the ability to acquire a valid State of Illinois driver’s license.
- No record of conviction of a felony or a crime involving moral turpitude.
- Must be CPR/AED First Aid instructor-certified
- Must have OSHA General Industry certification
- Possess or acquire within a year the C-CERT Train-the-trainer certification
- Knowledge and experience with Occupational Safety rules and regulations.
- OSHA 10 or 30-hour certification.
- Prior law enforcement or fire service experience.
