Program Manager

Rock West Composites, Inc. has an exciting opportunity for a Program Manager.  

Rock West Composites, Inc. is an engineering and manufacturing company dedicated to providing innovative solutions for commercial and government customers. This position is located in our San Diego North office at 7919 Saint Andrews Ave San Diego, CA and reports to the Director of Aircraft Products.  

Position Summary:

This role provides strategic leadership throughout the program lifecycle. The position will have leadership responsibility for multiple programs and projects to develop and manufacture composite based aero-structure components for the commercial and military markets. The programs are fast paced and require a high level of metric based communication, tracking and presentation.

Essential Function:

• Direct all operations of the program/project within cost limitations and schedule, including staff, systems, procurements, manufacturing, quality, logistics, retrofit implementation, and administration.
• Serve as the primary point of contact for customers and buyers for all pricing, schedule and delivery issues as well as the internal point of contact for all project related schedule, priority, quality, and shipment issues as they apply to the assigned projects and programs.
• Oversee FPQ, PPV, FAI, TP activities for aircraft component manufacture and maintain schedule status to contractual required dates. Coordinating with Boeing or other customer engineering personnel.
• Develop and manage program control mechanisms to effectively measure results, expenditures, labor and other resources necessary to manage program budget.
• Ensures the program objectives and the Company’s contractual commitments are met and maintains the technical and business integrity of the product/program.
• Presents briefings to organizational and group management as well as customer representatives on significant program issues
• Develops new business or expands the product line with the customer.
• Participates in preparation of proposals, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.

Required Education and Experience:

• Bachelor’s degree in Engineering, Business, or a related field, with 5–8 years of program or project management experience in a composite manufacturing environment.
• Familiar with Boeing engineering specifications and requirements is a PLUS. 
• Experience with SAP ERP System.
• Highly proficient with MS Excel, Outlook and PowerPoint.

Additional Requirements:

• Ability to analyze and interpret financial, technical and legal documents.
• Strong communication, leadership, presentation, and interpersonal skills are required to enable an effective interface with other departments, all levels of management, professional and support staff, customers, potential customers, and government representatives.
• Physical and Other Requirements:
• Able to work extended hours when required.
• Able to travel by air or ground as required.
• Must be able to move about an industrial setting and wearing of personal protective equipment typically required in a manufacturing environment.
• Ability to lift and carry on occasion and for short distances up to 20 lbs.

ITAR Requirement

This position requires the use of information which is subject to compliance with International Traffic Arms Regulations (ITAR). To conform to U.S. Government export regulations/ITAR, applicants must be a U.S. Citizen, lawful permanent resident of the U.S. (or, green card holder), protected individual as defined by 8 U.S.C. 1324b(a)(3), or eligible to obtain the required authorizations from the U.S. Department of State. Compensation:

The compensation range for this position falls within $100,000 and $130,000. The final compensation will be determined based on experience, skillset,  and other factors permitted by law.
