The Rockbridge Area Health Center (RAHC) seeks a Director of Human Resources that will oversee all HR functions. This is a hands-on, full-service role, with primary duties in recruitment, employee relations, benefits administration, compliance, performance management, and staff development. Additionally, the Director will be responsible for managing the credentialing process based on Health Resources and Services Administration (HRSA) guidelines. The Director will work closely with senior leadership to foster a supportive and inclusive work environment, develop policies and procedures, and ensure the overall health and effectiveness of the organization’s human capital.
Key Responsibilities:
HR Management & Strategy:
- Lead and manage all human resources functions, including recruitment, onboarding, training, performance management, employee relations, and benefits administration.
- Develop and implement HR strategies and initiatives aligned with the overall business strategy of RAHC.
- Serve as a trusted advisor and resource for leadership and staff on HR-related issues and provide guidance on conflict resolution, employee relations, and organizational development.
- Manage and update personnel policies and employee handbooks, ensuring compliance with legal requirements.
Credentialing & Compliance:
- Handle the credentialing process for healthcare providers in accordance with HRSA guidelines, ensuring all necessary documentation, verifications, and applications are completed accurately and in a timely manner.
- Monitor and ensure compliance with all relevant labor laws and regulations.
- Administer and oversee employee benefits programs, including health insurance, retirement plans, leave policies, and wellness initiatives, while maintaining compliance with federal and state regulations.
Employee Relations & Development:
- Foster a positive work environment through proactive employee engagement and support.
- Conduct regular training on HR topics such as workplace ethics, compliance, and professional development.
- Manage employee relations issues, providing counsel and support to resolve conflicts and foster a positive organizational culture.
Reporting & Metrics:
- Monitor and report on key HR metrics, including turnover rates, employee satisfaction, and training effectiveness, to inform management decisions.
- Maintain accurate records and reports related to HR activities, ensuring confidentiality and compliance with all applicable laws and regulations.
Continuous Improvement & Industry Knowledge:
- Stay current with labor laws, HR best practices, and industry trends to ensure RAHC’s HR policies and practices remain competitive and compliant.
- Recommend and implement improvements to HR processes to streamline operations and improve employee satisfaction.
Qualifications:
- Bachelor’s degree in human resources, Business Administration, or a related field is preferred, or a combination of education and relevant experience may be considered in lieu of a degree.
- At least 3 years of HR experience, with a minimum of 2 years in a leadership role.
- Previous experience in a healthcare or non-profit setting is preferred.
- Strong knowledge of federal, state, and local labor laws and regulations.
- Experience with HR software and systems, with proficiency in MS Office Suite.
- Experience with credentialing processes, particularly in accordance with HRSA guidelines, is highly preferred.
- SHRM-CP or SHRM-SCP certification is preferred.
- Excellent interpersonal and communication skills, with the ability to build relationships at all levels of the organization.
- Demonstrated ability to handle sensitive and confidential information with discretion.
- Strong problem-solving skills, attention to detail, and the ability to manage multiple tasks simultaneously.
- Ability to work independently and as part of a team in a fast-paced, evolving environment.
