Job Summary
This position is responsible for planning and administering the operational and engineering plans of Rockdale Water Resources. Work involves administrative responsibility for operations, maintenance, and engineering activities of the department and personnel in accordance with the overall direction provided by the Director. Departmental activities and personnel assignments are as ordered by the Director. Work is performed in accordance with the Federal Safe Drinking Water Act, Clean Water Act, Georgia Safe Dams Program, River Basin Management Act and County ordinances. These guidelines require sound judgment and interpretation in application. Work requires analysis, management, and judgment in accomplishing diversified duties. Work requires the exercise of independent thinking within the limits of guidelines, policies, standards, and precedents. The Director, Water Resources, assigns work in terms of general goals and policies. Work is reviewed for accuracy, critical decision making, and the nature and propriety of the final results.
Essential Functions

Develops, implements, and manages programs, operational policies, and procedures together with planning and exercising supervision over operating divisions for water and wastewater activities and personnel.
Prepares annual operating budget in conjunction with the Director.
Serves in the absence of the Director as the acting Director as authorized or required. Assists the Director in developing long and short-range plans of the department.
Provides contract management oversight for divisions that include the duties of operation and capital budget development, employee task performance, and regulatory permit compliance.
Corresponds with State officials on water and wastewater issues and ensures State requirements are met for compliance, determining and implementing changes for improved performance of the system.
Essential Functions (Continued)
Investigate complaints received from the general public against the assigned divisions or against employees of the department and ensure that corrective action is taken.
Attends Commission and Authority meetings, and other meetings as required by the Director.
Evaluates the effectiveness and efficiency of work being done in the assigned divisions and makes recommendations to the Director.
Oversees and provides guidance of the department's engineering programs for all water systems with the express purpose of the engineering programs being that of providing capital improvement, development, asset evaluation, and maintenance.
Evaluates, measures, reports and maintains, and improves the department's operating efficiency and effectiveness.
Provides project management for complex water and wastewater programs and represents the department on local, state, and regional planning committees.
Present presentations as required to public or governmental officials.

Knowledge of the maintenance and operation of water and wastewater systems.
Knowledge of laws and regulations regarding the Safe Drinking Act, Clean Water Act, Georgia Safe Dams Program, River Basin Management Act, and County Ordinances.
Knowledge of materials, equipment procedures, unit operations, and methods used in water and wastewater-related activities.
Knowledge of system load forecasting, Georgia Environmental Protection Division (EPD) and United States Federal Environmental Protection Agency (EPA), and U.S. Army Corps of Engineers (COE) water quality maintenance, wetlands, and reporting requirements.
Knowledge of management, planning, fiscal, and organizational performance concepts, principles, and techniques.

Working Conditions
Work is typically performed in an office, but duties may require work inside water or wastewater facilities or within the water or wastewater distribution and collection service area.
Minimum Qualifications
- Bachelor's Degree in Environmental Engineering, Civil Engineering, Mechanical Engineering, or a related technical discipline.
- Eight (8) years of progressive responsible experience in water/wastewater utility management, including at least two (2) years of experience at a supervisory level.
Preferences
- State of Georgia certification(s) as a Water Treatment or Distribution Operator and Wastewater Treatment Collections System Operator.
- State of Georgia Professional Engineer (PE) license.
