Job Summary
Employees in this classification are responsible for marking and mapping buried water and sewer utility lines for the county- ide water and sewer system as a member of the One-Call System of Georgia. Work involves retrieval of utility location requests from the Utility Protection Center, organizing them into geographical areas, locating, logging, marking, and mapping the lines.
Essential Functions

Paints and flags utility location marks on roadways, subdivisions, road shoulders, right-of-ways, lawns, fields, and easements.
Exchanges meter box and meter box lids.
Operates and maintains ferromagnetic, inductive, and conductive utility location instruments. Measures distances of utilities to know reference points.
Photographs and/or records completed markings.
Supervises and coordinates the workload of subcontractors charged with utility location. Records completed work in logs.
Sorts and files excavation notices.
Attends utility coordination meetings with other members of the One-Call System. Assists with field survey and mapping duties when required.
Communicates with engineers about water and sewer lines.

Knowledge, Skills, and Abilities
Knowledge of rules and regulations governing State of Georgia utility location laws. Skill in the use of electronic locate instruments.
Ability to operate hand-held radio and telephone communication equipment. Ability to read and understand construction plans and blueprints.
Ability to operate and maintain a County service truck. Ability to maintain up-to-date work diaries and logs.
Ability to supervise contractors and subcontractors.
Ability to use tact and courtesy in dealing with County officials, co-workers, contractors, and the general public.
Ability to make independent decisions.
Ability to learn and apply appropriate traffic safety and construction site safety regulations. Ability to stand, bend, stoop, and crouch in order to perform various job tasks.
Ability to use tools and equipment that require a high level of dexterity. Ability to lift more than 60 pounds, unassisted.
Ability to see, including color perception.
Working Conditions
Work is performed primarily in outside environmental conditions with no effective protection from weather conditions. Employees may be subject to extreme heat or cold for periods of more than one hour. Work may be performed in proximity to moving mechanical parts, electrical current, chemicals, etc., and/or in poorly ventilated areas. Employees may also be exposed to fumes, odors, mists, and gases. Employees may be subject to confined space entry.
Minimum Qualifications
- High school diploma or equivalent.
- Two (2) years of water and/or sewer utility maintenance, repair, or construction experience.
- OR have a combination of education, training, and work experience that is equivalent to #1 and #2 above that provides the requisite knowledge, skills, and abilities for this job.
- Confined Space Entry certification.
- Valid State of Georgia driver's license.
Preference
One (1) year of experience locating utility lines.
