Job Summary

An employee in this class is responsible for planning, directing, and coordinating the activities of Rockdale Water Resources' major assets within the supply division including the Jack Turner dam, Randy Poynter Reservoir, and Big Haynes Creek Watershed. Work includes operations, maintenance, repairs, laboratory analysis, and water quality monitoring for the County's source water supply. Work is assigned by the Water Supply, Compliance, and Technical Services Manager.

Essential Functions

Coordinates and works with multiple regulatory agencies and jurisdictions that provide drinking water to Rockdale County in order to protect and monitor a ten-mile riparian river corridor, 650-acre reservoir, and lakeshore source management; exercises permit authority for placement of private use facilities; resolves administrative and technical operating problems resulting from noncompliance with terms of permits, encroachments, vandalism, and theft; enforces riparian buffer protection ordinance.

Provides contract oversight for the United States Geological Survey water monitoring stations for the Water Supply division and the duties of employee task assignments; maintains regulatory compliance and repairs; resolves administrative and technical operating problems; conducts water quality testing and analysis.

Manages and oversees departmental components of a Class I Dam and water supply reservoir; handles records management of Notice of Violations (NOV) court cases regarding Rockdale County ordinance section 9 - 7007; represents county as a witness in court cases; develops and implements Best Management practices including measurable goals and milestones of the permit requirements.

Oversees and manages maintenance and repairs of Jack Turner Dam, water monitoring stations, and riparian/reservoir shoreline; develops associated operating, maintenance, and capital budgets; maintains regulatory requirements of Georgia Environmental Protection Division (EPD) inspection and maintenance of Georgia Safe Dams program; monitors and maintains observation wells, joint drains, blanket drain, and toe drains associated with water pressure on monoliths and from groundwater; oversees site preparation and installation for monitoring stations, utility service and intergovernmental cooperative maintenance agreements; conducts shoreline stream bank inspections.

Manages and provides supervisory oversight for assuring adequate water supply for demand withdrawals from Big Haynes Creek; oversees associated regulatory compliance; works with water treatment plant operations staff to augment natural streamflow with periodic releases from the reservoir; operates reservoir outflow; removes debris as required; conducts studies and prepares reports, analyzes results and makes recommendations to Board of Commissioners.

Additional Duties:

Employees in this classification may be expected to perform any related duties as required by proper authority.

Knowledge, Skills, and Abilities

Knowledge of all Federal, State, and local safety practices and procedures related to areas of responsibility.

Knowledge of federal and state regulatory requirements including the Safe Drinking water Act, Clean Water Act, Georgia Safe Drinking Water Act, Georgia Safe Dams Program, and National Pollutant Discharge Elimination System (NPDES) permitting program; River Basin Management Act, and related county ordinances.

Knowledge of construction methods and techniques and maintenance requirements of Class I dams. Knowledge of project management, scheduling, and coordination principles and practices.

Knowledge of chemical, biological and physical conditions that have an impact on water quality or impaired waters.

Knowledge of water quality rules and standards of the Georgia River Protection Act. Knowledge of erosion and sedimentation rules and regulations.

Knowledge of Atlanta Regional Commission (ARC) Source Water Assessment program. Knowledge of wastewater treatment/pretreatment practices and procedures.

Knowledge of laboratory analysis for process control.

Ability to detect flaws and defects in the operation of treatment equipment and initiate proper corrective actions.

Ability to prepare and maintain reports.

Ability to establish and maintain effective working relationships with co-workers and the general public.

Ability to make and give presentations and recommendations. Ability to read and interpret charts, graphs, and gauges.

Ability to tolerate environments containing dust, dirt, grease, smoke, fumes, and potential hazards. Ability to lift more than 50 pounds.

Ability to use tools requiring a high degree of dexterity.

Ability to work at heights, sit, stand, walk, climb stairs and ladders, reach, and use hands and fingers to turn large valves and make equipment adjustments.

Ability to perceive color and depth.

Ability to smell.

Working Conditions

Work is performed indoors and outdoors with some exposure to dust and noise and Inclement weather conditions. Work is sometimes performed in confined spaces.

Minimum Qualifications

  • Associate's degree in chemistry, biology, environmental science, civil engineering technology, or a related field.
  • Three (3) years of experience in water distribution and water treatment.
  • Or have a combination of education, training, and work experience that is equivalent to #1 and #2 above that provides the requisite knowledge, skills, and abilities for this job
  • State of Georgia certification(s) in one or more of the following: Class Ill Water Treatment Plant Operator, Class Ill Wastewater Treatment Plant Operator, Water Laboratory Analyst, or Wastewater Laboratory Analyst.
