    PURPOSE OF THE POSITION: Reporting to the General Counsel, the Investigation Manager conducts timely, complex and highly sensitive investigations into allegations of misconduct involving students, teachers, administrators, volunteers and other employees of the Rockford Public Schools. These investigations primarily focus on employee discipline and student residency issues, but also cover personal injury and other sensitive internal investigations. This position is of a confidential nature and has regular access to Law Department and other RPS departments’ confidential files, data and information, including confidential student and employee information.

    SUPERVISORY RESPONSIBILITIES: None

    DUTIES AND RESPONSIBILITIES: The requirements listed below are representative of the knowledge, skill, and/or ability required. In addition to the requirements listed below, regular attendance is an essential function of this position.
    • Ensures that all actions are in concert with the Board policies as well as the mission statement, beliefs, objectives and parameters found in the Board’s strategic plan.
    • Participates in job training and professional growth opportunities in order to enhance ability to perform the essential functions of the job.
    • Performs other related duties as assigned for the purpose of ensuring an efficient and effective work environment.
    • Conducts administrative investigations, evaluates allegations of employee and visitor misconduct and student residency, identifies investigative issues and administrative violations, collects and evaluates evidence to formulate defensible investigative conclusions, and represents management and testifies in administrative proceedings and in other official proceedings.
    • Analyzes and reviews employee and liability claims involving District employees, equipment and property; supports the General Counsel and outside counsel in lawsuits, as appropriate and makes risk management recommendations to District Administrators.
    • Counsels employees and makes disciplinary recommendations (up to and including termination) related to employee misconduct.
    • Recommends or develops policies and procedures to address systemic issues identified during an investigation.
    • Interviews subjects, eyewitnesses and various other parties regarding information to gather, verify, and/or corroborate evidence.
    • Drafts final summary reports for investigative cases. Final summary reports include: documentation of allegations, investigative steps taken, evidence adduced, analyses of ethical and legal implications, findings and recommendations for appropriate action.
    • Maintains a database of investigations reflecting the status and disposition of each.
    • Assists in managing investigative caseloads.
    • Ensures compliance with internal and external reporting and other statutory obligations by maintaining case logs, providing input on monthly reports, investigative status reports, and reviewing responses and other documents stemming from the issuance of founded reports.
    • Assists law enforcement authorities.

    QUALIFICATIONS: Bachelor’s degree from an accredited college or university in education or related field preferred. A minimum of 5years experience in conducting investigations, and experience in public school administration, public school district administration, or other large, diverse organizations required. Professional and personal characteristics necessary for working effectively with school personnel and members of the community at large.

    • Proficiency in Microsoft Programs and data spreadsheets.
    • Must have good analytical skills.

    WORKING CONDITIONS:
    Moderate in-district travel as well as intermittent in-state and out-of-state travel. Intermittent prolonged and irregular hours of work.

    PERFORMANCE STANDARDS:
    Demonstrate continuous improvement in the effectiveness of employee investigations. Perform duties confidentially, accurately, efficiently and expediently as measured by the supervisor and based on District employee input.
