Under general supervision, performs skilled and technical work in operating an approved mobile medical unit, rescuing victims and administering emergency medical care to patients while enroute to hospital. Work involves responding to the scene of emergency and non-emergency calls, applying necessary medical treatment to sick or injured persons, and transporting persons to a medical facility. Employee must exercise tact, courtesy and firmness in dealing with sick or injured persons and with the general public. Employee is responsible for performing in accordance with established emergency medical procedures and techniques, but must exercise considerable independent judgment in diagnosing a victim's condition and in applying short-term relief. Employee is exposed to the normal hazards of emergency rescue work, including risk of exposure to infectious diseases.
Responds to emergency calls as a mobile medical unit attendant or driver and performs duties in accordance with applicable state and federal laws, local ordinances, established policies, procedures and protocols, and within established chain of command; refers to policy manuals as necessary.
 
Assesses and evaluates situation at scenes of emergency response; surveys and secures scene, requesting additional assistance, as necessary; determines mechanism of injury and equipment needed to effect rescue and initiation of treatment.
 
Assesses patients, recognizing need for immediate transportation or conducting interview with patient to ascertain extent of injuries; performs secondary injury survey and formulates plan of action pertaining to need of Basic or Advanced Life Support care.
 
Provides medical care at the Basic Life Support level, as appropriate, including: maintaining ABC's and C-Spine, and cardio-pulmonary resuscitation, as necessary; utilizing airway adjunct equipment; initiating hemorrhage control; recognizing and treating shock; performing spinal immobilization; monitoring vital signs and continually reassessing patients' condition; utilizing basic life support equipment; immobilizing suspected fractures or dislocations; provides psychological support and patient education.
 
Gains access to and moves patient, utilizing protective equipment and taking quickest route to patient in consideration of safety of patient, and EMS personnel; supervises patient safety during extrication
procedures; prepares patient for transport in accordance with approved treatment protocols.
 
Performs emergency childbirth.
 
Wears protective equipment when contact with bodily fluids of patients is possible, and reports incidents of significant exposure; cleans or discards contaminated equipment, according to established policies and procedures.
 
Responds to incidents of multiple casualties in accordance with established disaster response plans; recognizes need for hazardous material response personnel and calls for assistance accordingly; performs in accordance with established protocols for handling patients exposed to hazardous materials, including use of hazardous materials response kit.
 
Maintains clear and concise communication with EMS personnel, hospital personnel utilizing two-radios, or telephones, as available; establishes rapport with family members of patients or bystanders 
 
Prepares reports and logs of observations, incidents and treatments performed; documents deviations from standard operating procedures, ensuring that deviations are in best interests of patient.
 
Responds to non-emergency calls, such as requests to transport patients from hospitals to their homes or from a local medical facility to a specialized medical center.
 
Participates in a continuous training program to improve competence in medical clinical work and in ambulance service and operation; maintains knowledge of new or modified operational protocols and procedures; studies street and road patterns and networks of the County in order that future runs may be made with minimum difficulty and delay.

 
ADDITIONAL JOB FUNCTIONS
 
Operates mobile medical unit in accordance with state law and established procedures for parking and backing at scene; determines shortest route to scene of call and proceeds accordingly; inspects and tests ambulances and their emergency equipment; cleans and sanitizes ambulance daily; completes logs and forms to check out equipment; ensures that they are in proper and good working order, and are stocked with supplies and materials; makes routine adjustments, but reports other than minor defects for specialized attention.
 
Attends conferences, seminars, workshops, classes, lectures, etc., as appropriate, to enhance and maintain knowledge of trends and development in the field of emergency response and emergency medical treatment; completes course work as required to obtain and maintain certification; participates in activities of department committees and/or professional organizations, as appropriate.
 
Maintains cleanliness and performs minor maintenance of Emergency Medical Service facilities.
 
Performs other related work as required.

Physical Requirements
Must be physically able to operate a variety of machinery and equipment including suction units, immobilization equipment, intravenous infusions, M.A.S.T. pants, syringes and medications, cardiac monitors/defibrillators/pacers, two-way radios, hand tools, etc. Must be able to exert in excess of 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or 25 pounds of force constantly to move objects. Must be able to operate a motor vehicle. Physical demand requirements are those for Very Heavy Work.
Graduation from high school and demonstrated ability to perform the necessary work; or any equivalent combination of training and experience which provides the required skills, knowledge and abilities.
 
SPECIAL REQUIREMENTS
 
Certification as an Emergency Medical Technician. Possession of a valid North Carolina driver's license.
