General Definition of Work
Performs advanced substance abuse support in serious, complicated cases which require flexible use of advanced counseling skills. Services may be provided in a variety of settings including area mental health programs or clinical Medication for Opioid Use Disorder (MOUD) setting. Work involves counseling and therapy / treatment of emotional disorders and family dysfunction. Work is performed under the limited supervision of the Public Health Nursing Director.

Essential Functions
Provides crisis intervention and stabilization services to clients and their families, and/or caregivers in accordance with program guidelines.
Ensures that the confidentiality and rights of clients participating in programs is maintained.
Analyzes clinical data and collaborate with Supervising Physician, if needed, to formulate a plan of care.
Provides client services via phone and in person meetings.
Evaluates and assesses the patient and their families; develops acute care treatment plans; monitors treatment of clients.
Educates clients and their families with regards to methods to assist them in making independent judgements in their lives.
Makes referrals as appropriate to community and professional resources based upon the needs of the clients.
Prepares and submits reports and other types of correspondence; prepares and maintains files and records.
Collaborates with other agencies and professionals in assessing the needs of clients.
Attends meetings and conferences.
Informs supervisor of perceived problem areas related to client, service system or community needs.
General knowledge of County and Department policies and procedures; general knowledge of counseling and social work principles and practices particularly as related to substance abuse treatment; knowledge of Opioid Treatment Programs (OTPs) and administration practices, knowledge of federal regulations surrounding (OTPs) and administration practices for Medication for Opioid Use Disorder (MOUD); general knowledge of applicable State laws, rules and regulations; thorough knowledge in preparing reports and other types of correspondence; general knowledge in the use of standard office equipment and associated software; ability to make arithmetic computations; ability to compute rates, ratios and percentages; ability to develop care and treatment plans; ability to communicate effectively orally and in writing; ability to establish and maintain effective relationships with clients, other employees, officials and the general public.
Physical Requirements
This work is sedentary and requires little to no exertion of force; work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires standing, walking, sitting, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms and repetitive motions and occasionally requires pushing or pulling and lifting; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to outdoor weather conditions and occasionally requires working near moving mechanical parts and exposure to blood borne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).
Education and Experience
Master's degree in counseling, psychology, social work or substance abuse and one year of experience in substance abuse clinical counseling, or a Master's degree in a related human services field and two years of experience in substance abuse clinical counseling; or a Bachelor's degree in a human services field including 15 semester hours in courses related to social work or counseling and three years of experience in substance abuse clinical counseling; or graduation from a four -year college and four years of direct experience in substance abuse clinical counseling; or an equivalent combination of education and experience.

Note: In accordance with State mandates and the Rockingham County Emergency Operations Plan, Rockingham County Health and Human Services staff from the Divisions of Social Services, Public Health and Integrated Health are required to staff emergency shelters during times of disaster. Please be advised that every staff person is eligible to be assigned to an emergency shelter or Emergency Operations Center.
