This position performs professional level work managing, directing, coordinating, and supervising code enforcement, planning and inspections, programs and staff, administering the department budget, serving as staff support to various boards and commissions, and related work as apparent or assigned. Work involves setting policies and goals under the direction of the County Manager. Departmental supervision is exercised over all personnel within the department. The starting salary is negotiable depending on qualifications.

Essential Functions
Plans, coordinates and directs the work of department personnel; oversees department recruitment and selection activities; conducts performance evaluations or reviews evaluations prepared by subordinate supervisors; counsels and disciplines department personnel; recommends rewards, transfers, promotions, suspensions, terminations and demotions.
Serves as advisor regarding the County's regulations, policies and procedures on all development matters to the County Manager, elected and appointed officials, County employees, officials from other jurisdictions and citizens.
Coordinates and consults with other departments on departmental activities to ensure smooth and efficient operations.
Ensures all divisions within Community Development provide excellent customer service, with a focus on creative problem solving to meet the needs of clients within existing rules and regulations.
Directs and administers departmental work programs and budgets; prepares and administers contracts; monitors expenditures and prepares recommendations.
Prepares and assists with the development of various local and regional plans; prepares, researches and develops ordinances; directs the enforcement of State and local building, zoning and solid waste codes; pursues legal remedies as necessary.
Analyzes, interprets, researches and solves complex development issues; researches codes, laws, policies, etc.
Consults with developers, surveyors, engineers, architects, appraisers, real estate agents, attorneys and other citizens and agencies regarding land use, development, planning and community development issues.
Knowledge, Skills and Abilities
Comprehensive knowledge of the development process from start to finish. Knowledge of theory, principles, practices and techniques of County planning as they pertain to the design and development of urban and regional areas; comprehensive knowledge of the various ordinances, codes and regulations pertaining to development; knowledge of the building, electrical, plumbing, mechanical and fire codes; ability to plan, organize and carry out research projects effectively; ability to present the results of research effectively in oral, written and graphic form; ability to plan, prioritize, assign and direct the work of professional, technical and clerical staff; ability to establish and maintain effective working relationships with associates, elected and appointed officials, surveyors, engineers, architects, contractors, lawyers, state and federal agency representatives and the general public.
Physical Requirements
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires repetitive motions and occasionally requires standing, walking, sitting, stooping, kneeling, crouching or crawling, reaching with hands and arms and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
Minimum Qualifications
Education and Experience
Bachelor's degree with coursework in construction management, planning, public administration or related field and considerable experience in municipal / county development including considerable supervisory experience, or equivalent combination of education and experience.
Special Requirements
Valid driver's license.

Note : In accordance with State mandates and the Rockingham County Emergency Operations Plan, Rockingham County Health and Human Services staff from the Divisions of Social Services, Public Health and Integrated Health are required to staff emergency shelters during times of disaster. Please be advised that every staff person is eligible to be assigned to an emergency shelter or Emergency Operations Center.

Medical, Dental, and Vision Insurance
For Full Time employees in a regular position, insurance is available and effective the first day of the following month after having worked for an entire month. The County currently pays 100% of the cost for regular employees working at least 30 hours per week. Dependent coverage is also available.

Local Government Retirement System
