General Definition of Work Performs intermediate protective service work processing inmates, maintaining jail security, transporting inmates to court, medical and related facilities, preparing reports, maintaining files and records, and related work as apparent or assigned. Work is performed under the moderate supervision of the Detention Sergeant. Performs specialized law enforcement work in the care and security of prisoners in the County Jail.

Distinguishing Features of the Class

Work involves admitting and booking inmates, ensuring security of inmates and Jail, and preparing and transporting inmates for court appearances. Employee must exercise considerable tact and firmness in frequent contacts with inmates and the general public. Employee must also exercise alertness and independent judgment in dealing with unusual situations. Employee is subject to the usual hazards of jail management work. Reports to the Jail Shift Supervisor.

Examples of Duties

  • Admits prisoners to the County Jail; ensures that inmates are properly booked and searched and that inmates are allowed calls to attorneys and relatives; calls bondsman if necessary; and advises prisoners of all jail rules and regulations.
  • Secures inmates' property, properly storing and returning appropriate items upon release.
  • Reviews logs and reports from previous shift; maintains knowledge of inmate population and cell assignments; completes activity logs and reports.
  • Observes inmates' demeanor to determine mental state and possible need for treatment and / or closer observation.
  • Issues linen, clothing, toilet supplies; supervises shower and inventory of supplies.
  • Distributes mail to prisoners; provides inmates with paper, pencils and envelopes; collects outgoing mail from inmates.
  • Inspects the cleaning of jail to meet requirements of state and local officials.
  • Patrols entire jail area periodically to prevent escapes and maintain order.
  • Supervises inmate trustees in service of meals to inmates; supervises trustees in obtaining snacks from canteen for inmates; collects money for canteen from inmates.
  • Supervises inmate trustees in cleaning of jail cells; distributes cleaning supplies to trustees.
  • Prepares and transports inmates to and from court, visitations or medical appointments, etc.; escorts work release inmates to and from cell blocks; searches work release inmates upon return to Jail.
  • Assists visitors, inspects items brought to jail for inmates.
  • Escorts Detention Nurse on rounds to visit and assess inmates; ensures inmates are provided prescribed medications.
  • Escort clergy members through cell blocks to meet with inmates.
  • Performs other related work as required.
  • Knowledge, Skills, and Abilities

  • Knowledge of practices and procedures involved in jail management.
  • Knowledge of local laws, ordinances and the North Carolina General Statutes pertaining to the commitment, confinement and release of prisoners.
  • Ability to use firearms and other law enforcement equipment.
  • Ability to maintain discipline and order in the jail.
  • Ability to make decisions and take prompt and effective action in emergency situations.
  • Ability to prepare and maintain routine records and logs.
  • Ability to exercise tact, courtesy, firmness and fairness with inmates, families of inmates, attorneys, ministers and other persons concerning the welfare of individual prisoners.
  • Ability to establish and maintain effective working relationships as necessitated by work assignments.
  • Physical Requirements

    Must be physically able to operate a variety of machinery, equipment, and tools including jail cells, weapons, batons, handcuffs, cellblock keys, etc. Must be able to operate motor vehicle. Must be able to exert up to 100 pounds of force occasionally, and / or up to 50 pounds of force frequently, and / or 25 pounds of force constantly to move objects. Work may involve walking, standing, running and physical confrontation. Physical demand requirements are for Medium to Heavy Work. Work regularly requires standing, walking, speaking or hearing, using hands to finger, handle or feel and repetitive motions, frequently requires climbing or balancing, reaching with hands and arms, pushing or pulling and lifting and occasionally requires sitting and stooping, kneeling, crouching or crawling; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and / or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires working near moving mechanical parts, frequently requires exposure to fumes or airborne particles and exposure to blood borne pathogens and may be required to wear specialized personal protective equipment and occasionally requires wet, humid conditions (non-weather), working in high, precarious places, exposure to toxic or caustic chemicals, exposure to the risk of electrical shock, wearing a self-contained breathing apparatus and Bodily Waste; work is generally in a moderately noisy location (e.g. business office, light traffic).

    Minimum Qualifications

    Graduation from high school, or any equivalent combination of training and experience which provides the required skills, knowledge or abilities.

    Special Requirements

    Obtain NC BLET and Detention Officer certifications within one year of hire.

    Valid driver's license in the State of North Carolina.

    The Public Service Loan Forgiveness Program is intended to encourage individuals to enter and continue to work full-time in public service jobs.     Medical, Dental, and Vision Insurance

    For Full Time employees in a regular position, insurance is available and effective the first day of the following month after having worked for an entire month. The County currently pays 100% of the cost for regular employees working at least 30 hours per week. Dependent coverage is also available.

    Local Government Retirement System

    All employees in regular full or part time position are required to contribute to the retirement system. Contributions are taken on a pre-tax basis. The current contribution amount is 6%.

    NC 401(k)- Employees have the option of making contributions on a pre or post tax basis to a 401(k) and on a pre tax basis to a a 457(b) plan.

    Other Insurance

    Insurance such as life, short term disability, and cancer care are available to regular employees and can be paid through payroll deduction.
