General Definition of Work
Performs intermediate skilled technical work coordinating Veterans Treatment Court Program, verifying completion of defendant obligations, ensuring successful achievement of program objectives and goals, preparing and maintaining files and records, preparing reports, and related work as apparent or assigned. Work is performed under the general direction of the Clerk to Superior Court and over sight of the County Manager.

Examples of Duties

Essential Functions
Responsible for coordination of a newly established veterans treatment court.
Serves as the liaison between the criminal justice system, treatment system, and supplemental support services.
Screening and assessing the needs of prospective clients to determine a course of action to successfully complete the program.
Making community referrals.
Maintaining relationships with partner agencies.
Monitoring and tracking client progress and participant program compliance.
Advocating for participant needs, providing personal support, education, and crisis management sufficient to promote wellness, rehabilitation, and progress.
Facilitate treatment meetings and documenting the case planning process with other team members to include compiling court status reports.
Knowledge, Skills and Abilities
Thorough knowledge of County and Department policies and procedures; thorough knowledge of modern principles and practices of criminal prosecution; thorough knowledge of the Veterans Treatment Court Program; thorough knowledge of applicable State, laws, rules and regulations, and courtroom procedures; general knowledge of legal office procedures, practices and methods; thorough knowledge in preparing reports and other types of correspondence; general knowledge in the operation of standard office equipment and associated software; ability to make arithmetic computations; ability to compute rates, ratios and percentages; ability to communicate effectively orally and in writing; ability to solve problems within scope of responsibility; ability to establish and maintain effective working relationships with veterans, State legislators, attorneys, judges, associates, volunteers, court officials and the general public.

Minimum Qualifications

Education and Experience
Bachelor’s Degree in criminal justice, human services field, or a related field, and three (3) years of related case coordination experience for a specialized criminal justice program; or equivalent combination of education and experience.
Physical Requirements
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel and repetitive motions, frequently requires sitting and occasionally requires standing, walking, reaching with hands and arms and pushing or pulling; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

Special Requirements - Valid driver's license in the State of North Carolina.


The Public Service Loan Forgiveness Program is intended to encourage individuals to enter and continue to work full-time in public service jobs. If you have student loans and you are selected for full-time employment with Rockingham County, you may qualify for forgiveness of the remaining balance due on your William D. Ford Federal Direct Loan after you have made 120 qualifying payments on those loans while employed full-time by certain public service employers. Medical, Dental, and Vision Insurance
For Full Time employees in a regular position, insurance is available and effective the first day of the following month after having worked for an entire month. The County currently pays 100% of the cost for regular employees working at least 30 hours per week. Dependent coverage is also available.
Paid Time Off
This benefit is available to regular employees working at least 20 hours per week. Time off includes:

Paid Holidays.

Local Government Retirement System
All employees in regular full or part time position are required to contribute to the retirement system. Contributions are taken on a pre-tax basis. The current contribution amount is 6%.
Supplemental Retirement Plans
NC 401(k)- Employees have the option of making contributions on a pre or post tax basis to a 401(k) and on a pre tax basis to a a 457(b) plan.
Other Insurance
Insurance such as life, short term disability, and cancer care are available to regular employees and can be paid through payroll deduction.
Direct Deposit
All employees are required to have direct deposit.
Other Benefits
Credit Union: Employees of the County are eligible to open accounts at the Local Government Federal Credit Union.
Annual longevity payment beginning with the 6th full year of full or part time regular employment
