What are the responsibilities and job description for the Director, Medical Services (DSS) position at Rockland County Department of Social Services?
The Department of Social Services is searching for a candidate to serve as the Director, to perform administrative and professional work involving responsibility for developing, implementing, and overseeing policies and procedures for adults, children and their families including community-based home care and medical/social-related services provided through the Medical Assistance Program as well as waiver programs and for providing oversight of programs administered by the NYSDOH (i.e. TBI, Nursing Home, Child Welfare Modification Program).
Duties include developing policies and procedures regarding the provision of community home-based care and medical/social-related services and making recommendations to the Deputy Commissioner; planning, coordinating, implementing, monitoring and overseeing services for community home-based care and medical/social-related services to eligible clients and their families; gathering and evaluating medical and social documentation and making recommendations regarding the appropriateness of services and medical needs/issues; assessing medical-related information to evaluate eligibility and identify clients’ needs for services; conducting home visits to assess needs and develop a plan of care to make recommendations regarding services; meeting with staff to discuss case management, including the coordination of home care and related services, making decisions regarding program eligibility, amount of services needed, resolving problems, etc.; liaison with managed care companies to facilitate the transition of individuals from Medicaid to private medical insurance; auditing, reviewing and assessing congregate and long-term care facilities under contract to provide care to clients receiving Medicaid in order to ensure the quality of services, the facility’s adherence to standards, program effectiveness, etc.; compiling data and preparing reports in accordance with New York State and local regulations providing a comprehensive analysis of contracted services to ensure program effectiveness and making recommendations for program improvements; monitoring and reviewing medical records for children in foster care to ensure they are receiving access to appropriate medical care; assisting with special projects, grant funding and locating alternate funding sources; etc.
Minimum Qualifications: A Bachelor’s degree or higher in Nursing and three years of professional nursing experience, at least two years of which was in a home health care setting providing nursing services, assessments or other medical/social support and at least one year of which included the supervision or management of staff. Candidates must possess a license issued by the State of New York to practice as a Registered Professional Nurse and a valid driver’s license.
Competitive salary and benefits - $101,426 annually for a 40-hour work week. Medical, dental and vision are available in addition to paid time off including vacation, personal and holiday time. This position is New York State pension eligible.
