ESSENTIAL DUTIES AND RESPONSIBILITIES
Monitor all racetrack areas including the paddock, barns, track surface, and receiving barn to ensure a safe and compliant environment.
Observe morning workouts and race-day activities to ensure horses are fit to race and conditions are safe.
Collaborate with veterinarians, outriders, officials, and the Colonial Downs racing team to enforce safety protocols and respond to on-track incidents.
Conduct inspections of the racing surface, starting gate operations, and safety equipment to identify potential hazards or violations.
Assist in implementing Virginia Racing Commission regulations and HISA (Horseracing Integrity and Safety Authority) safety standards.
Investigate any incidents involving injuries or unsafe conduct and produce accurate and timely incident reports.
Participate in pre-race safety briefings and horse/rider assessments.
- Maintain detailed logs and documentation of inspections, safety concerns, and rule violations.
REQUIRED SKILLS AND ABILITIES
- Ability to assess risk, identify hazards, and enforce rules with fairness and professionalism.

Excellent communication, conflict resolution, and report-writing skills.
EDUCATION AND EXPERIENCE
- Proven experience in Thoroughbred racing, preferably in an official or regulatory capacity (trainer, jockey, assistant steward, or similar).
- Comprehensive understanding of Virginia Racing Commission rules and HISA guidelines.

Strong knowledge of equine health, racing practices, and safety procedures.
- Must be able to obtain and maintain a Virginia Racing Commission (VRC) racing license.
- Required to hold a valid driver’s license with a minimum of three (3) years’ driving experience.
PHYSICAL REQUIREMENTS AND WORKING CONDITIONS
- Physical ability to work in an outdoor, fast-paced environment and respond quickly to emergencies.
- Must be available to work weekends, holidays, and extended hours during the live race meet at Colonial Downs.
