We are currently seeking a Subject Matter Expert II for an immediate contract with a District of Columbia government agency, in Washington DC.

Title: Subject Matter Expert II – DOH $54.66 per hr.
Hourly Rate: $54.66 per hour (NTE 20 hours per week)
Location: Department of Health (Hybrid work environment both in office and virtual)

Duty Hours: Between 8:30am and 5:00pm (NTE 20hrs per week or based on agency need)
Days: Monday – Friday
Duration: ASAP – September 30, 2025 (plus possible extension)
WORK ENVIRONMENT

- Timesheets: The Contractor shall provide DOH’s Contract Administrator with weekly timesheets for each temporary support personnel by a deadline to be determined which shall include:
- The total number of hours worked each day recorded by the quarter hours;
- The total number of hours worked each week; and
- The amount of time taken for lunch.
COVID News: Onsite, all personnel onsite must adhere to CDC/local guidelines to include social distancing, wear a face covering, washing hands, etc.
ABOUT THE JOB
The DC Department of Health (DC Health), Center for Policy, Planning and Evaluation (CPPE) is seeking a Subject Matter Expert II for a six-month period.
In 2021, The DC Department of Health (DOH) identified the immediate need for support in the coordination and financial accountability of the grant management process. Provide primary data management support for software applications utilized by CPPE for surveillance and analytic activities including, but not limited to, COVID-19-related data systems such as contact tracing, testing, and vaccination; vital records data; and hospital data.
RESPONSIBILITIES
Duties include but are not limited to:
a) Revise or write materials that are prepared and then standardized by team members for reports, proposals, instructions, documents, and related technical and administrative publications specifically related to federal funded grants;
b) Monitor, maintain, and identify financial reporting on a monthly, quarterly and semi-annual manner;
c) Ensure that financial reporting of CPPE federal grants remain current;
d) Develop a monitoring plan, specifying the type of monitoring activities to be conducted for the program based on risk assessment processes.
e) Investigate and identify accurate funding from past, current, and future grant reporting across a number of systems;
f) Collaborate with the Grant Management Specialist to create a system of internal tracking and reporting to support leadership;
g) Perform accounts payable functions ensuring expenses are charged to the appropriate cost centers along with generating A/P reports;
h) Identify appropriate collaborative internal software to bolster financial management of grants;
i) Prepare audit/compliance reports which detail any identified observations, findings, or questioned costs, as well as the respective recommendations for corrective actions and resolution of deficiencies identified in the compliance monitoring process;
j) Ensure the accuracy of all data entered into the Grants management System;
k) Receive assignments and technical information from a supervisor; and
l) Perform other administrative duties as assigned.
QUALIFICATIONS
The contractor shall provide a written statement of its qualifications:
a) Knowledge of or the ability to become familiar with pertinent District of Columbia and federal procurement and grant management guidelines, concepts, and procedures as administered by the Office of Contracts and Procurement and DC Department of Health, as well as all other relevant federal rules and regulations;
b) Proficient in English grammar, spelling and punctuation, to ensure accuracy and adherence to established requirements;
c) Knowledge of Microsoft Office Suite with proficiencies with Microsoft Excel and Microsoft Word and any other relevant computer software;
d) 2 years of related experience (auditor: public accounting, auditing, accounts payable, or related)
e) Strong Collaborative skills and ability to work in a team environment
f) Federal grant management and audit experience
g) Critical thinking and ability to problem solve.
h) Ability to prepare reports, text, tabular and graphic presentations; and
i) Ability to request and compile data.
j) Ability to communicate efficiently and proactively to internal and external stakeholders
