Rothe is seeking an IT Procurement Analyst to provide IT acquisition support for the Commercial IT Management team (CITM) in the Office of the Chief Information Officer (OCIO) in support of the NASA Enterprise Multimedia and Integrated Technical Services (eMITS) contract. eMITS is the Agency’s enterprise-level contract creating and delivering multimedia and technical communications through the use of the internet, digital platforms, and IT management for NASA’s Office of the Chief Information Officer (OCIO) and Office of Communications (OCOMM). From photographing rocket launches and recoveries, to producing engaging videos, to information technology management, to using social media to share NASA’s message, eMITS integrates services for NASA IT and provides NASA’s communication to the outside world. Job Description:
- Create procurement requisitions and all required documentation for all NASA IT (hardware, software and services) requirements submitted in the Commercial IT Request (CITR) Application (ServiceNow).
- Review Commercial IT Requests for completeness and collaborate with customers to understand their IT requirements.
- Obtain market research quotes for IT requirements as required.
- Assist customers with statement of work (SOW), justification information, NASA forms, market research, and other acquisition documentation as needed.
- Manage workflows in a ServiceNow dashboard and maintain Service Level Agreements as required.
- Provide acquisition support to customers submitting requests to the CITR application.
- Perform quality peer reviews of procurement package artifacts prior to submitting final procurement packages.
- Provide post award support to customers as needed and coordinate confirmation of goods receipt as required.
- Provide support for new and current Agency level procurement consolidation efforts in accordance with NFS 1807.70.
- Assist in gathering data to respond to data calls and software license audits as required.
- Support the annual renewal efforts of Enterprise Software Product agency-wide renewals and coordinate the collection of customer funding as needed.
- Support the development and content management of additional websites or applications as requested.
- Maintain, update, and assist with changes to the team’s Standard Operating Procedures as required.
- Complete work in accordance with the team Standard Operating Procedures.
- Assist with management of shared inbox and folders as required.
- Collaborate regularly with cross-functional teams to accomplish duties as required.
Education:

Minimum Requirements:
- Must have experience working in a cloud-based system (ie, ServiceNow).
- Proficient use of Microsoft Excel.
- Ability to manage competing priorities and work under tight deadlines.
- Experience using SAP.
- Ability to work independently.
- Detail-oriented with a commitment to quality.
- Strong communication and stakeholder engagement skills.
- Broad knowledge of the Federal Acquisition Regulation (FAR).
- Experience working large scale requirement renewal efforts.
Preferred Qualifications:
- Process Improvement Experience.
- Familiarity with IT-specific contracts (GWAC, IDIQs, BPAs, GSA schedules).
- Commercial IT knowledge.

Salary : $64,896 - $74,630
