Located in the heart of North Carolina’s Piedmont, Rowan County is attractively and conveniently nestled between the state’s largest city and its Capitol. The County is currently accepting applications for the position of Accounting Technician IV—Payroll. This position performs advanced or specialized technician accounting work requiring the application of accepted rules of accounting to a variety of procedural and substantive guides to determine courses of action: including but not limited to; processing the County’s bi-weekly payroll and producing required payroll reports; reviewing timesheets based on FLSA requirements and County policies for exempt and non-exempt employees; ensuring all payroll changes have been completed; maintaining contact with Human Resources and department personnel with any questions or concerns; processing accounts payable for any garnishments and other authorized employee withholdings; preparing journal entries for payroll taxes, 401-K, and workers compensation withholdings; making timely payments of state and federal tax deposits; reconciling and transmitting the monthly retirement report; reviewing and reconciling general ledger salary, benefit and withholding accounts to determine that expenditures have been properly charged; preparing any correcting journal entries, as necessary; and preparing quarterly 941 federal tax return, state withholding and employment security reports. Prepares W-2 forms, state, and any other required annual reports.
Requires considerable knowledge of the application of established accounting principles, practices, and techniques to standardized accounting transactions; considerable knowledge of established governmental and departmental budgeting and bookkeeping practices and procedures; knowledge of the Fair Labor Standards Act (FLSA) and Family Medical Leave Act (FMLA); and ability to understand, interpret, and apply the laws and regulations governing the maintenance of financial records.
Requires an Associate’s Degree in Accounting, Business Administration, or related field and two years of experience in accounting, or bookkeeping; or a high school diploma supplemented by basic courses in bookkeeping or accounting, and four years of experience in accounting, or bookkeeping; or an equivalent combination of education and experience. Degree/Coursework must be from an appropriated accredited institution. A valid driver’s license is required.
