Position Summary
RSI is recruiting for a Beneficial Reuse Lead who will be under the supervision of the Real Property Manager, responsible for leading the efforts of the Beneficial Reuse Program including Energy Studies and other LM and DOE Headquarters Initiatives. Support and implement the LM reuse program, including proposing, evaluating, reporting, and coordinating technical and fiscal activities associated with beneficial reuse of LM assets. Work with site personnel to assess and implement land reuse options, including conservation, and ecosystem services, grazing and other types of agriculture, renewable energy generations, and cultural and historic interpretation and preservation. Facilitate and coordinate with team members, site personnel and stakeholders regarding transfer, lease, or other beneficial reuse of LM properties. Responsible for Sustainability and Energy Studies and contracted environmental and annual reporting.
This position is part of the real property team and will support in all phases and steps of acquisition, disposition, administration, and project management from initiation phases to project closeout as time allows when not performing the specific duties of the Beneficial Reuse Lead. Provide support on title documents and other realty instruments, such as licenses, access agreements, restrictive covenants, and environmental easements. Conduct/manage/support interactions with Department of Energy (DOE) Realty Officers who develop, oversee, and/or execute real property transactions.

This position is required to travel 10% of the time.

Sedentary: Work involves exerting up to 10 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time. Jobs may be defined as sedentary when walking and standing are required only occasionally, and all other sedentary criteria are met.

Essential Duties and Responsibilities
- Provide support on potential beneficial reuse of DOE sites, including disposal, conservation, renewable energy, industrial/commercial, cultural, agriculture and community reuses.
- Lead and manage all beneficial reuse initiatives including but not limited to developing expression of interests, requests for proposal, developing partnerships and exploring options for potential reuse.
- Manage all aspects of the day-to-day tasks associated with the beneficial reuse program such as updating activity reports, responding to questions from within the complex, and communicating with the client.
- Exercise working knowledge of the substantive nature of Legacy Managements (LM) Beneficial Reuse program, activities, and objectives.
- Suggest and promote innovative ideas to bolster the productivity and success of the program.
- Support LM and the beneficial reuse team to communicate decisions, requirements, concerns, and successes to management.
- Conduct research and fact finding to develop and publish articles and white papers on a variety of subjects of critical importance to the organization relating to beneficial reuse.
- Draft, review, and modify DOE-LM management plans and associated reports, including but not limited to, the Beneficial Reuse Management Plan, the Annual Report, Reuse ranking reports, screening report, conservation screening report, and any other associated reporting.
- Develop schedules, including milestone dates, to manage projects.
- Initiate, manage, and monitor high visibility projects, coordinate projects with site personnel.
- Investigate and compile information needed for real property evaluation (best use, environmental limitations, access, water, and power, etc.); provide recommendations based on result of investigations.
- Draft social media posts and internal and external articles related to energy and beneficial reuse.
- Complete DOE wide data calls.
- Track and report on program performance related to beneficial reuse.
- Maintain and update media associated with the beneficial reuse program including, but not limited to the Beneficial Reuse Information sheet, assorted brochures, graphics and posters on, at least, an annual basis.
- Represent and promote the beneficial reuse program as requested at program and industry events, conferences, and booths.
- Other duties as assigned.
- Bachelor's degree in engineering, business, environmental science, or related field.
- 15 years of relevant experience
- Valid Driver's License
- No professional certification required. Preferred qualifications include but are not limited to the following: environmental proficiency, real estate transactions; land planning and land use; redevelopment of impaired properties; experience with integrating sustainability initiatives with real estate; experience in public lands and reuse.
- Expert knowledge and ability to develop and apply highly advanced principles, concepts, and techniques in the field of beneficial reuse, sustainability, real property management and/or environmentally impaired property management.
- Skill and ability to perform critical strategic tasks and to interpret broad strategic requirements and develop and execute plans to satisfy them.
- Ability to have major impact on organizational success and productivity.
- Ability to communicate effectively at the highest levels.
- Ability to contribute functional expertise to various initiatives.
- Ability to develop and lead large-sized projects, including defining scope objectives, and methods.
- Ability to understand government regulations and mandates for reporting purposes.
