This position is responsible for directing the overall function and operation of the Transit Police Division, Emergency Management, Integrated Security Operations, which includes Security Command Center Operations and Video Investigations. This is a safety sensitive position subject to the rules and regulations of the RTD Drug and Alcohol Policy and is an armed sworn position under CRS 16-2.5-146.

Duties & Responsibilities
Essential:
- Recruits staff to include interviewing, hiring, assigning work, training, coaching, and counseling to ensure consistent application of Employee Guidelines, processes, and procedures. Conducts performance review, and holds employees accountable for performance of their responsibilities.
- Prepares and implements written transit law enforcement procedures, annually revises the System Security Program Plan, and develops annual budget and strategic plan for the division.
- Directs Integrated Security Operations programs, Security Design Criteria Oversight, Emergency Management, Contracted Law Enforcement and Contracted Security Officers
- Directs internal and video investigations regarding possible criminal activity, theft and violence in the workplace, which includes internal investigations of the organization’s employees and contractors.
- Ensures compliance of (SMS) Safety Management Systems policies and Emergency Management response policies.
- Directs security contracting for the division by writing specifications, evaluating bids and proposals, and administering contracts for contracted security services, video surveillance systems, access control systems and other highly technical security systems. Provides technical expertise for the design, installation and expansion of various transit law enforcement and security integration projects.
- All other job-related duties as assigned.
- Bachelor’s Degree in business, public administration, management, criminal justice or related field.
- Master’s degree in public administration or related field is preferred.
- A minimum of seven years of Command Level Management Experience in Transportation Agency Public Safety and Law Enforcement Operations.
- Current licensure and advanced certification through Colorado P.O.S.T. (Peace Officer Standards and Training)
- A minimum of ten years of experience in general law enforcement services, with proficiency and experience in emergency management, physical security integration, including enterprise level integrated security technology, crime and security data management, physical security operations, and Crime Prevention Through Environmental Design (CPTED)..
- Proficiency in the criminal justice system; includes federal, state, and local law enforcement regulations.
- Project management skills.
- Ability to communicate effectively, orally and in writing.
- Ability to use sound judgment.
- Ability to manage time and workload effectively which includes planning, organizing and prioritizing.
- An equivalent combination of education, experience, knowledge, skills, abilities.

- While performing the duties of this job, the employee is usually exposed to outside weather conditions. The employee is frequently exposed to moving trains and/or buses and vibration. The noise level in the work environment is usually loud.
