Administrative Program Coordinator

Position Purpose
The Setting IV Program Coordinator provides leadership and oversight to ensure high-quality, compliant, and effective special education services within Setting IV programs. This role supports staff in implementing evidence-based practices, fosters a positive and structured learning environment for students with significant needs, and collaborates with administrators to align programming with district and cooperative goals. The coordinator is responsible for guiding due process compliance, staff supervision, student behavior support, and program development to enhance educational outcomes for students receiving Setting IV services.

Essential Functions
Program Leadership & Compliance

  • Oversee the daily operations of a Setting IV site to ensure high-quality services and adherence to all regulations.
  • Provide guidance and support to case managers on due process procedures, compliance, and implementation of Individualized Education Programs (IEPs).
  • Monitor special education compliance, including the use of restrictive procedures, documentation accuracy, and adherence to state and federal guidelines.
  • Manage and allocate federal and state special education funds to support program needs effectively.
  • Implements policies, procedures, and program handbooks to ensure consistency and compliance.
  • Evaluate program effectiveness and provide recommendations for data-driven improvements.
  • Assist in state and federal monitoring, data collection, and reporting to ensure full compliance.
  • Ensure implementation of IEPs in accordance with federal and state regulations.
  • Assist in the management and use of federal special education funds to support programming needs.

Staff Supervision & Development

  • Supervise all staff within the Setting IV program, including teachers, paraprofessionals, and support personnel.
  • Conduct informal walkthroughs and formal observation of instructional practices.
  • Provide performance feedback and support professional growth for teachers and academic behavior managers.
  • Assist in staff hiring, onboarding, and training specific to setting IV
  • Develop and lead professional development on special education policy, behavior interventions, and instructional strategies.
  • Ensure staff understands and effectively implements best practices for at-risk students and students with severe educational needs.

Student Support & Program Improvement

  • Oversee student discipline within the program, ensuring compliance with due process procedures and behavior intervention guidelines.
  • Work collaboratively with IEP teams, staff, and administrators to support students with significant social-emotional and behavioral challenges.
  • Monitor the use of restrictive procedures to ensure they are applied appropriately and effectively.
  • Support the development and oversight of Extended School Year (ESY) services.
  • Develop and implement research-based quality indicators to guide program improvements.

Collaboration & Communication

  • Serve as a liaison between RRSEC and member districts regarding setting IV programming.
  • Support district administrators with special education discipline procedures.
  • Assist IEP teams in navigating complex cases and parent relationships.
  • Contribute to the development of curriculum and instructional resources.

Other Duties

  • Perform other duties as assigned by the Director of Education Programs or the Executive Director of Special Education.

Education & Training

  • Master's degree in Special Education, Educational Leadership, or related field required.
  • Minnesota adminstrative licensure as a Director of Special Education required.

Licensure/Certification

  • Minimum: Director of Special Education required upon hire.

Work Experience

  • Minimum of five years of experience in special education, including leadership roles.
  • Experience working in Setting IV or other high-needs special educatino programs preferred.

Personal Skills

  • Strong understanding of special education laws, regulations, and best practices.
  • Experience supervising and supportin multidisciplinary teams.
  • Strong organizational, communication, and problem-solving skills.
  • Ability to collaborate with staff, families, and external stakeholders.
  • Proficiency in using data-driven decision-making and program improvement.
  • A passion and willingness to learn.

Supervision

  • Reports to the Director of Education Programs

Physical Demands

  • Frequent travel and occasionally outside RRSEC member districts.
  • Occasional prolonged standing and transport of materials.
  • Work hours typically align with business hours but may require extended hours.
  • May need to assist with physical behaviors.

Job Type: Full-time

Pay: $107,802.00 - $127,860.00 per year
