Annual Salary range for this positon is $100,000- $120,000 based on experiance

ESSENTIAL RESPONSIBILITIES
- Plans, manages, and oversees the construction and rehabilitation projects for the agency.
- Leads construction costing analysis and feasibility studies during predevelopment to ensure project viability.
- Participates with Real Estate Development team in the design of projects.
- Oversee the development of RUPCO’s capacity to perform as General Contractor for certain, smaller projects
- Performs as General Contractor/ Construction Manager for certain smaller RUPCO projects
- Responsible for overseeing and/or applying a high level of safety standards at all work sites. Ensure compliance with all safety standards and regulations.
- Prepares work scopes needed for bids and contract documentation related to all rehab, new construction, and large capital improvement projects.
- Manages the RFP selection process for general contractors. Participates in choosing subcontractors (as applicable), architects, engineers, and other consultants.
- Coordinates design, engineering, energy and other consultants with construction services to achieve project goals
- Analyzes contractor estimates during predevelopment phase and prior to GC contract execution.
- Develop detailed construction project plans including timelines, milestones, and budget projections.
- Monitors the construction process for each project. Identifies issues, safety concerns, workmanship, adherence to architectural plans, schedule delays, quality of materials, etc. Ensures adherence to quality standards and construction specifications. Meets with GC, architects, and other relevant stakeholders to review construction progress.
- Maintains project schedule and budget. Regular communication with applicable team members about any delays or overages.
- Required to frequently visit construction sites to inspect work in progress.
- Supports RUPCO Project Managers to manage project funding, including funding draws and contractor payments. Maintains detailed tracking of expenses to avoid overages or end of project surprises. Reviews and approves change orders.
- Provides information and education to operations staff for ongoing preventative maintenance programs for equipment installed in construction projects with the goal of helping to increase the usable life of material and equipment
- Assists with close-out procedures and other project information and handoff to Property Management and other operational staff.
- Prepares, solicit and review bids and proposals for major equipment repairs, and capital improvement and construction activities related to RUPCO owned residential communities; participates in the review and selection of bids.
- Maintains an up-to-date level of knowledge regarding construction methods and quality of materials related to strength, durability, sustainability, and compliance with industry standards.
- Provides technical direction and implementation strategies for staff in all construction-related matters.
