Pay Range: $57.36 - $85.47 per hour
Rush salaries are determined by many factors including, but not limited to, education, job-related experience and skills, as well as internal equity and industry specific market data. Summary:
The Director of Community Based Practices is responsible for leading interprofessional programs and teams, under the Office of Community Health Equity & Engagement (CHEE), to improve the health and well-being of patients and community members. The director oversees all clinical, administrative, and operational functions of select Rush Community Based Practices including but not limited to Rush’s 5 Chicago school-based health centers, the adolescent family center, community-based congregate testing and vaccination teams, health education programs, and Affirm: The RUSH Center for Gender, Sexuality & Reproductive Health. In addition, the director develops and leads system-wide initiatives and strategic community partnerships that support clinical and programmatic priorities aimed at health equity. The director provides strategic oversight to a team of managers who lead direct report teams that consist of advanced practice registered nurses, social workers, registered nurses, medical assistants, operation managers, program managers, clinical coordinators, patient navigators, and administrative and operation assistants. This position is responsible for: 1) aligning community-based clinical services, programming, and initiatives with RUSH’s health equity strategic plan; 2) ensuring compliance with all governmental and regulatory agencies, third party insurers, hospital policies and procedures, as well as other regulatory bodies; 3) meeting or exceeding all financial targets of the programs; 3) meeting quality and patient satisfaction indicators; and 4) driving strategic growth and expansion of services and initiatives. The individual who holds this position exemplifies the RUSH mission, vision and values and acts in accordance with RUSH policies and procedures.

Requirements:

•Master’s degree in specialty advanced nursing practice area required; Doctorate (DNP or PhD) preferred.
•Current State of Illinois RN and APRN licensure required.
•Current certification as an Advanced Practice Registered Nurse by a national certifying organization approved by the Illinois Board of Nursing.
•A minimum 10 years leadership experience and 10 years of experience as an advanced practice nurse in an outpatient setting required; school health center and Title X experience preferred.
•A minimum of five years of outpatient clinic management/supervisory experience required.
•Knowledge in healthcare billing and reimbursement regulations that relate to Medicaid, Medicare, private insurance, Title X and School Based Health Centers.
•Knowledge of regulatory requirements for school health clinics, Title X and community-embedded clinical services.
•EPIC/EHR experience required
Experience leading a large team and navigating complex projects
• Experience in writing, securing and reporting grants, donations, and other fundraising activities required Skills and Abilities:

Skills in managing budgets, allocating resources efficiently, and ensuring financial accountability.
•Ability to interact effectively between multiple systems to resolve complex administrative issues.
Experience working with local, state and federal agencies preferred
Experience in securing funding through grants, donations, and other fundraising activities.

Responsibilities:
Program Development

•Leads overall strategy and execution for Community Based Practices and Affirm (short and long term)
•Leads overall strategy and execution of needs assessments that guide the development of new program initiatives.
•Builds and oversees the identification, development, and maintenance of mutually beneficial relationships with community partners (internal and external)
. Identify, collaborate and develop grant proposals to support innovation and sustainability of core programs and initiatives
•Ensures programmatic adherence to regulatory guidelines, RUSH policies and evidenced based practice.
•Acts as or supervises the Primary Investigator on multiple grant-funded demonstration and research projects in the Community Based Practices and Affirm.
•Represent the organization at conferences, community events and meetings to promote its mission and goals.

Clinical and Operations Staff Administration
•Accountable for administrative management of all clinic, programmatic, and operations staff including recruitment, training, supervision, and professional development; provides leadership direction to managers for and conducts staff goal setting and performance evaluation, with ongoing formal feedback throughout the year.
•Responsible for the implementation of RUSH system initiatives, and quality improvement efforts at all CHEE- operated community-based clinics.
•Provides leadership direction for and oversees the development and monitoring of quality assurance studies to ensure the effectiveness of patient care and outreach activities.
•Provides leadership to large interprofessional clinical and operation teams that cut across the RUSH system.
•Provides leadership direction for protocol, policy, and procedure development and review.
•Responsible for community practices’ adherence to public health grant and compliance regulations, Title X mandates, RUSH policies and standards, and basic standards of care for clinical practice; delegates functions to prepare for all regulatory and accreditation reviews.
Responsible for maximum productivity and optimal workflow.
•Drives collaboration with numerous RUSH departments across the system to ensure best-practices in clinical services and staff leadership.
•Supervises the IDPH and other governmental monthly, biannual and annual reporting processes; maintains current grant program reporting.
•Provides oversight for research activities, student clinical placement and projects and student volunteer activities and projects within the community practices.
•Maintains communication with Chicago Public School regional, health and wellness, and school based administrative staff, all pertinent governmental regularity agencies, Chicago Department of Public Health, and external funders.


Financial Planning Budget
•Oversees multiple operations (cost centers and grant-funded activities)
•Responsible for annual budget targets for all clinics, including multiple cost centers
•Provides leadership direction for and oversees annual capacity analysis and forecasting of clinic volumes.
•Leads the yearly budget planning process and ongoing budget compliance.
•Identifies revenue sources, internally and externally.
•Provides leadership direction to assure that workload/productivity targets are met for all clinical staff.
•Oversees processes for identifying and resolving billing and collection issues are in place and effective.
