The Deputy Construction Manager (DCM) plays a critical role in the successful execution of day-to-day construction activities on the project. This position is responsible for ensuring smooth field operations, adhering to the project schedule, and maintaining the highest standards of safety, quality, and efficiency. The DCM works closely with on-site teams, subcontractors, and suppliers to drive performance and resolve field-level challenges while reporting to the Construction Manager.

Responsibilities
Field Execution & Operations:
- Lead and manage daily construction operations, ensuring work progresses efficiently and aligns with the project schedule.
- Directly oversee field activities, work sequences, and on-site personnel, including Superintendents, Field Engineers, and craft workers.
- Address real-time challenges related to manpower, equipment, materials, and site logistics.
- Monitor and ensure adherence to the construction schedule, identifying potential delays and implementing recovery plans as needed.
- Collaborate with Planning and Scheduling teams to adjust work plans and sequences for optimal performance.
- Ensure backup plans are developed and ready for critical path activities.
- Lead daily site coordination meetings to align priorities, resolve conflicts, and assign tasks.
- Provide clear direction and support to construction teams to meet daily and weekly goals.
- Foster collaboration between internal teams, subcontractors, and suppliers to ensure alignment and timely delivery of work.
- Promote a safety-first culture by implementing and enforcing safety plans and conducting regular inspections.
- Conduct and manage large-scale safety meetings, including monthly “All Hands” sessions.
- Ensure all field operations meet project quality standards and regulatory compliance, addressing any deficiencies immediately.
- Manage on-site logistics, including material deliveries, equipment mobilization, and resource allocation.
- Coordinate with the procurement team to resolve material shortages or equipment issues impacting progress.
- Identify and resolve on-site issues related to sequencing, productivity, or subcontractor performance.
- Escalate major risks and concerns to the Construction Manager while implementing immediate corrective actions at the field level.
- Develop and execute tactical responses to mitigate unforeseen risks, such as weather impacts or access challenges.
- Serve as the primary point of contact for field-level communication, ensuring that all site personnel are informed of daily objectives, changes, and expectations.
- Provide detailed reports on field performance, progress, and risks to the Construction Manager.
- Support the Construction Manager in managing relationships with subcontractors, suppliers, and other external partners.
- Act as an on-site representative for the project team during inspections or visits from owners, regulatory authorities, or JV partners.
- Bachelor’s degree in Civil Engineering, Construction Management, or a related field (or equivalent experience).
- Minimum of 10 years of experience in heavy civil or infrastructure construction, including supervisory roles.
- Strong knowledge of construction methods, scheduling software, and safety standards.
- Proven leadership experience managing multi-disciplinary teams and subcontractors.
- Excellent problem-solving, communication, and organizational skills.
- Familiarity with Public-Private Partnership (P3) projects is highly desirable.
- OSHA certification or equivalent safety credentials is preferred.
- Leadership: Ability to inspire and lead diverse teams to achieve project goals.
- Adaptability: Quick thinking to adjust plans and solve problems in a fast-paced environment.
- Technical Acumen: Deep understanding of construction processes, quality control, schedule and cost.
- Collaboration: Strong ability to coordinate with multiple stakeholders to align on objectives.

- Typically, an office environment with adequate lighting and ventilation, and a normal range of temperature and noise level.
- Work assignments are diversified. Interpret, comprehend, and apply complex material, data, and instruction – prepare, provide, and convey diversified information.
- Minimal physical effort required. Work is mostly sedentary but does require walking, standing, bending, reaching, lifting, or carrying objects that typically with less than 10 lbs. (e.g., papers, books, files and small parts, etc.). Moderate dexterity – regular application of basic skills (calculator, keyboard, hand tools, eye/hand coordination.
