The South Carolina Department of Public Health (SC DPH) is seeking a detail-oriented and experienced professional to serve as the Contracts Management System Coordinator. This position will oversee the administration, maintenance, documentation, and user support for the Contracts Management System (CMS) in the Bureau of Business Management, Contracts Division. The Coordinator will be responsible for ensuring the overall security and integrity of system data, providing user support and training, and maintaining compliance with federal and state technology policies. The Coordinator will also be involved in system enhancements, quality control, and collaboration with the Agency Contracts Director and Office of General Counsel.

Minimum And Additional Requirements
Bachelor’s Degree and two (2) years of experience in Information Technology, Health Information Systems, Network Administration or a related field OR an associate's degree and four (4) years of experience in Information Technology, Health Information System, or Network Administration.
Preferred Qualifications
Knowledge of application systems. Ability to troubleshoot issues for internal/external customers and use effective communication for resolution. A basic knowledge of contracts, grants, and finance. Ability to establish and maintain working relationships with customers, technical staff, management and vendors. Knowledge of agency needs and priorities.

Key Duties and Responsibilities:
- System Administration and Data Integrity (Primary Lead) – Administer and maintain the CMS in the Bureau of Business Management, Contracts Division. Ensure the security and integrity of system data and implement remediation for data integrity issues identified via reports and/or a QA/QI program. Provide user interface support, training, data quality monitoring, and reporting for system users and upper management. Maintain agency repository and user accounts, ensuring agency contracts are uploaded from previous network drives into the CMS repository and destroying electronic records that have met the agency retention policy. Remove user access for employees who are no longer with the agency.
- Help Desk Support –Monitor and respond to the Contract Management System help desk within 24 hours. Provide help desk resolution, which may include virtual or in-person meetings with users to observe and analyze user screens. Route unresolved tickets to the agency's IT Department or the CMS builder.
- System Enhancements and Training –Lead testing and implementation of system enhancements. Create training material for the system and provide end-user training for Contract Initiators, Contract Specialists, and all approval roles in the system.
- Quality Control and Shopping Cart Approval –Provide quality control review and improvement for agency contracts. Assist with shopping cart approval.
- Contract Templates and Clause Library Management –Work with the Agency Contracts Director and Office of General Counsel to configure and update contract templates. Monitor accurate configuration fields throughout the entire templates and ensure current terms and conditions are added to the clause library within the system and templates.
- Other Duties as Assigned – Perform other related duties as assigned by the Agency Contracts Director.
