Under limited supervision of the Operations Director, the Health Department Manager provides leadership, management, indirect supervision, and direction to the professional and paraprofessional staff in a local health department(s). Works closely with the program managers to implement and monitor projects and program compliance. Works closely with the discipline directors and program managers to implement services in the county and community. Has full access to the medical record and abides by all HIPAA polices, laws and regulations. Collaborates with community partners to ensure community health needs are being addressed. Provides direct clinical services as applicable.
Leadership and Management of Health Department Operations - Serves as the face of the health department. Directly supervises assigned Health Department Administrative Manager(s). Holds regular staff meetings with direct reports and conducts one-on-one meetings with each direct report at least quarterly. Responsible for oversight of clinical operations of assigned Health Department site(s). Responsible for directing, planning, organizing, and coordinating the services of Clinical Operations. Assures adequate staffing is available to provide efficient and effective operations.
In collaboration with the supervisor of staff assigned to the health department(s) ensures programmatic standards are met and maintained. Has authority to delegate & assign responsibility to health department staff to meet service delivery goals. Works with Regional Operations Directors to optimize staffing, appointment schedules, and workflow as needed to meet established operational performance goals. Maintains efficient patient care workflow through a team approach. In collaboration with the supervisor of staff assigned to the health department(s) reviews, provides guidance, and keeps staff updated regarding policies, procedures, process improvement, and training to support efficient clinic workflow, productivity, and customer service. Ensures adherence to agency policies, procedures, guidelines, and standards regarding customer service, patient access, productivity, confidentiality, management of health records, billing/clinic receipts, and deposits. Identifies client's health, medical, educational, and community needs and assists with linkage to resources. Creates, collects, analyzes, organizes, and summarize and presents data for performance measurement, internal and external reporting, and decision-making.
Responsible for ensuring compliance with laws, rules and regulations that impact clinic operations, including participation in audits and the development and implementation of Corrective Action Plans. Provides oversight and leadership for clinical and operational projects including internal and external partnerships and grant deliverables includes required reports, staff training, staff assignment and follow up. Promotes a culture of creativity and inspires open lines of communication. Actively participates in the development, implementation, and monitoring of the region strategy and objectives. Addresses/Reports violations of agency policies, procedures, and guidelines to the immediate supervisor of staff assigned to the health department. Ensures applicable personnel actions are completed. Completes Employee Performance Management System (EPMS) in accordance with agency guidelines. Promotes implementation of DPH Strategic Plan. Encourages and builds mutual trust, respect, and cooperation among team members. Utilizes EHR and other data management systems to track/manage clinic performance.
Responsible for oversight of all employee health/occupational health needs/functions of staff headquartered at assigned site(s). Oversees over all safety of building. Maintains all non-employee incident reports and monitors incident trends. Manages clinical supplies, par levels, ensuring clinical resources are available, including pharmacy and vaccine inventories and ordering. Continue to provide culturally competent programmatic clinical services (i.e. as nurses providing services), as needed. This includes patient follow up, monthly audits, and endorsing labs. Includes offering walk in Flu, Tdap, and COVID vaccines as needed. Serves as vaccine coordinator (primary of back up). Provides input to the immediate supervisor related to the performance appraisals of professional and paraprofessional staff assigned to the health department(s). Working with the program management and the immediate supervisor of staff assigned to the health department related to programmatic changes in policy and/or procedure. Ensure communication of goals, objectives, policies, and procedures both up and down the chain of command through 1:1 or team meetings, huddles and other verbal or written forms of communication.
Responsible for planning and hosting monthly site meetings. Active member of Regional Management team. Participates in Regional management and planning meetings. Ensures county/site specific needs are addressed. Maintains awareness in collaboration appropriate program supervisor of open job postings and participates in the recruitment and selection of qualified personnel.
Public Health Advocacy and Leadership - Public Health 3.0- Participates in professional organizations and serves as a role model for staff. Identifies areas for continuing education for self and staff. Serves as a leader in the region and community in public health issues. Stays abreast of current public health trends and best practices. Advocates for public health systems changes. Represent the Region in outside committees and/or collaborations as necessary to maintain linkages with community partners and to move the public health agenda forward in a manner best meeting the needs of the communities. Maintains awareness of individual community needs and as appropriate advocates on the behalf of communities. Along with the operations director(s) and region leadership assesses the health status of populations using data, community resource identification, input from the population, and professional judgment to attach meaning to those data and determine opportunities and needs. Coordinates/collaborates with community partners to enhance utilization of health department services.
Performance Improvement and Customer Service - Monitors service performance, and outcomes of service delivery within the health department. Ensures reimbursement is maximized via addressing technical denials or issues negatively impacting reimbursement. Initiates/leads multidisciplinary conferences/committees to promote improvements in and coordination of services. Works with regional ops director(s) and program management to develop and monitor program goals and objectives. Assesses quality of care provided through clinical observations and process/outcome audits. Evaluates population health for trends and risk factors; and recommends innovative strategies to improve care. Works with regional and program staff on performance management/RBA processes. Responsible for ensuring an excellent patient experience and that patient complaints and grievances are addressed and resolved in a timely and responsive manner.
Public Health Preparedness and Emergency Response - Participates in disaster preparedness emergency and outbreak response (including communicable disease, hazardous weather, or other declaration of emergency) as outlined by DPH, regional, and/or county emergency plans. During such times, the employee is designated as an essential employee and is subject to duty/call on a 24-hour basis and must be available via electronic communications device. Participates in and/or responds to Public Health Outbreaks and other priority response efforts. Participates in/performs nursing coverage in medical needs shelter or RCC. Serves in a lead role in the region during times of emergencies. Ensure readiness for emergency operations and site opening/closing. Facilitates staff readiness via emergency procedures, assignment/clarification of staff roles, mock drills and staff training is documented at each site. Responsible for KI management and distribution plans at assigned sites. Assures emergency response roles are assigned appropriately, staff trained and documented in e-Learning.

Minimum And Additional Requirements
State Minimum Requirements: Bachelor’s degree with three (3) years of public health experience or five (5) years of DPH supervisory experience in a clinic setting may be substituted for a bachelor’s degree.
Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

May be required to work late (after 5pm) or early hour (before 8:30am) and/or Saturday clinics.
