JOB PURPOSE:
The Senior Consultant of Strategy, Research, & Engagement is responsible for developing and implementing the agency's strategic plan, promoting research and innovation in the agency's culture, and driving ongoing engagement with staff and partners to inform strategic decisions for the agency. The successful candidate will have knowledge of the agency's mission, programs and objectives, knowledge of or ability to learn the agency's organizational structure, and ability to interpret and apply rules and regulations, provide guidance to employees, and make presentations and prepare reports.
JOB FUNCTIONS:
Strategic Planning: Develops, monitors, evaluates, and advances the agency's strategic plan, goals, and priorities to ensure agency activities are aligned with the agency's mission, vision, and scope of duties. Works closely with executive leadership and staff to refine key strategies and agency initiatives. Frequently collaborates with agency's state health improvement office, performance management, quality improvement, accreditation, data modernization and governance, and health assessment teams to ensure alignment with other related plans. Leads internal teams to support the execution of agency strategies. Develops opportunities for collaboration with external partners, such as academic institutions, non-governmental organizations, and the private sector, to advance priority initiatives.
Strategic Engagement: Designs and implements agency-wide engagement opportunities to ensure staff involvement in the development, maintenance, and promotion of the strategic plan priorities. Leads employee engagement assessments and activities to evaluate how well the agency's staff are connected to the agency's priorities, goals, and culture. Drives collaboration and innovation by facilitating DPH leadership/employee, community, and stakeholder engagement opportunities. Identifies opportunities for innovation and new strategies for providing agency services, and monitors success and opportunities for improvement.
Research and Innovation: Develops and implements standards and processes for research and innovation advocacy, requests, and assignments. Identifies and facilitates opportunities for agency staff to collaborate on research efforts that are interdisciplinary and of significant importance to the agency's mission. Writes, edits, and prepares internal and external reports, papers, presentations, and other related materials. Identifies and executes tactics to expand the range and impact of the agency's research endeavors. Develops system for monitoring research requests and assignments, develops research templates, secures resource needs, implements research training opportunities for agency staff as needed, and otherwise supports staff to promote research related to public health.
Minimum And Additional Requirements
State Minimum Requirements: A bachelor's degree and professional experience related to the position.
Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.
Agency Additional Requirements: A bachelor's degree and at least five (5) years of experience in public administration, project management, strategic planning, policy research or a related field.

Preferred Qualifications
