S3, Inc. has an immediate opening for a Publications/Proposal Department Manager (PPM) to provide on-site senior leadership to our corporate publications and proposal team at our HQ in Cummings Research Park, Huntsville, AL. This is not a teleworking position.
Description:
The Publications & Proposals Department Manager leads his team to develop winning proposals on time through the Shipley Proposal Process, manages Quality Control, builds data repositories using Sharepoint, and develops marketing products.
Responsibilities:
- Coordinates BPA, IDIQ, Task Order, and stand-alone proposal efforts with Proposal Managers, Capture Manager RFP staff, providing close supervision of response production to all government Requests for Information and Sources Sought.
- Interfaces closely with senior leadership, corporate business developers, and capture managers to support corporate strategy and business plans.
- Leads proposal team efforts for their entire cycle from assisting business development concepts through contract award.
- Leads the Corporate Publications and Proposal section assigning and supervising the workload of subordinates, as well as training, mentoring, and evaluating each assigned subordinate in his or her prescribed duties and tasks.
- Manages, organizes, and leads proposal teams by performing the development, preparation, coordination, outline, schedule, and submission of all proposals and other government responses within their prescribed timelines; ensures quality control throughout the process. Assists in proposal text writing, creating meaningful graphics, proofreading proposals, and assembling written and electronic proposals for delivery.
- Leads color reviews and proposal AARs.
- Prepares proposal layout to RFP requirements.
- Administers the S3 proposal Sharepoint (One Team) site for proposal efforts and maintains configuration control of government and S3 documents.
- Facilitates the proposal design process by training review teams, distributing documents, consolidating comments, and ensuring comments are properly integrated into revised documents.
- Facilitates communications among S3 organizations involved in proposal development, as well as requests teammate input and sustains continuous communications IAW the Capture Manager's teaming assignments and as briefed in proposal kickoff meetings and tag-ups.
- Captures and performs continuous improvement on proposal metrics IAW S3 policies.
- Support Senior Leader meetings with historical, current, and projected proposal data.
- Supports all business development, marketing efforts, and conferences with exhibits, sales materials, and sponsorships.
Qualifications:
- BS Degree in Journalism, English, Business Administration, or Computer Science, or 4 additional years of proposal development experience instead of the degree.

15 years of DoD work experience with a Bachelor's or 19 years of DoD experience with a high school diploma or GED;
- 10 of those years must be with developing written products such as training, quotes, and proposals, 10 years serving in supervisory positions (civilian/military), and 5 years serving as PPM for a defense contractor.
- Outstanding verbal and written communication skills.

Deep software user skills in each of the following products and functions:
- Microsoft Office, Adobe Creative Suite, schedule management in Microsoft Project, SharePoint/OneTeam program creation.
- Demonstrated ability to multitask, manage multiple proposal efforts simultaneously, and remain composed under the pressure of competing demands and multiple deadlines.
- Demonstrated ability to lead, delegate, hold accountable, work independently, and function well within the teams.
- Must be willing and able to occasionally work alternate schedules and additional hours as demanded by required product schedules.
- Active Secret Clearance or the ability to obtain clearance.
