Who We Need
Sabel Systems is now accepting applications from Security Cooperation (SC) and Assessment, Monitoring and Evaluations (AM&E) professionals interested in providing support services to U.S. Central Command (USCENTCOM) under the USCENTCOM AM&E Support Services contract.
The overall objective of this contract is to perform management, planning, programming, and AM&E of SC programs and activities. The scope of work performed includes a broad range of support to USCENTCOM SC programs and activities. This includes managing Significant Security Cooperation Initiatives (SSCI) development and requires expert planning, monitoring and conducting evaluations that are based on standards articulated by the American Evaluation Association and the Development Assistance Committee of the Organization for Economic Cooperation and Development, as required by DoDI 5132.14. Requirements also include development of assessment criteria, assessment reports, initiative design documents (IDDs), and monitoring or modification of SC programs or existing SC Plans.
Sabel Systems requires multiple AM&E Senior Program Analysts to support USCENTCOM AM&E Support Services contract. All work will be performed at USCENTCOM Headquarters located on MacDill AFB, Tampa, FL. Services require occasional domestic and international travel. These positions require a Top Secret clearance. These are full-time, funded positions that begins 13 February 2025.
What You'll Do

Responsibilities:
- Assist in planning and coordinating SC SSCI development;
- Apply OSD Policy guidance, to include ensuring all required planning tools and products are completed, coordinated, and delivered on time;
- Engage with OSD Policy, DSCA, and respective SC stakeholders on AM&E planning, implementation, and issues;
- Support assigned branch operational needs to ensure AM&E mission success;
- Must maintain a Top-Secret clearance;
- Generate information products and materials for use by senior DoD leadership, as directed;
- Provide event and senior leader engagement support, as directed;
- Travel may be required (~10-20%); and
- All other duties as assigned.

Your Qualifications
Required
- U.S. citizen;
- Must maintain a Top Secret Security Clearance;
- Five (5) years of experience planning, designing and implementing assessment, monitoring and evaluation programs or projects in the security sector for a national organization, an NGO/IGO, the UN, or private industry;
- Two (2) years of experience developing assessment and evaluation strategies; designing tools for data collection such as survey instruments, data collection and reporting tools, analyzing the resultant data using quantitative and qualitative methods;
- One (1) year of experience supporting Evaluability Assessments; and
- English fluency required.
Preferred Qualifications:
- Eight (8) year of experience exporting, storing, cleaning, analyzing, and capturing metadata related to global indexes capturing elements of security sector reform, such as, but not limited to, Global Peace Index, Afro barometer, World Justice Project, Armed Conflict Location and Event Data Project;
- Three (3) years of experience producing written reports and developing platforms to present monitoring data such as dashboards or other updateable graphic presentations of data, and conducting, analyzing, presenting and incorporating program and activity evaluations; and
- Two (2) years of experience coordinating interagency monitoring and evaluation efforts.
Salary : $95,000 - $110,000
